ย
The post is located in the Standards Section of the International Classifications and Standards Division.
This Section is responsible for the Committee on WIPO Standards (CWS) that provides a forum to adopt new or revised WIPO Standards, policies, recommendations, and statements of principle relating to intellectual property (IP) data, global information system-related matters, information services on the global system, data dissemination and documentation. This Section leads or supports the development of WIPO Standards by subject matter experts nominated by WIPO Member States and other stakeholders.
This Section is also responsible for the organization of leadership dialogue on Information and Communications Technology (ICT) that provides a forum for ICT or digital leaders of IP offices and the IP industry to discuss matters related to ICT and IP, including digital strategies and policies, digital solutions, IP data, implications of emerging technologies for IP administration and related services.
b.ย ย ย ย ย ย ย Purpose Statement
The main role of the incumbent is to coordinate and contribute to the activities of WIPO ICT Leadership Dialogue and relevant CWS Task Forces through substantive insights into IP administration and IP information processes, including the coordination of technical or policy discussions among WIPO Member States in relation to IP and ICT including digital strategies and policies, digital solutions, IP data, implications of emerging technologies for IP administration and services; the management of relevant research and analysis of various practices of Member States; and the provision or coordination of professional and policy advice and technical assistance for capacity building of IP offices on related matters.

The incumbent works under the supervision of the Head of the Standards Section.

d.ย ย ย ย ย ย ย Work Relations
ย
The incumbent works in close coordination with members of Infrastructure and Platforms Sector, external stakeholders and other areas of WIPO including Administration, Finance and Management Sector, Patents and Technology Sector, Brand and Designs Sector and Regional and National Development Sector IP offices of Member States and other stakeholders in IP community.

2.ย ย ย ย Duties and Responsibilities
ย
The incumbent will perform the following principal duties:
ย
a.ย Participate in the organization through preparing substantive proposals and the preparation of working documents for consideration by WIPO ICT Leadership Dialogue meetings, including the review and evaluation of proposals from Member States, and the facilitation of discussions with concerned stakeholders; Manage the follow-up of the meetings such as collaborative projects with IP offices and other stakeholders;

b.ย Lead or support discussions of relevant CWS Task Forces dealing with ICT related matters such as IP data and digital solutions through providing technical advice and substantial insights to the professionals and experts of IP offices and IP industry;
ย
c.ย Gather and analyze data and insights on the strategies, policies and practices of IP offices and IP industry in relation to digital transformation including the use of emerging technologies for IP businesses through facilitating discussions and deploying surveys;
ย
d.ย Identify opportunities to strengthen collaborations among IP offices, establish or coordinate the public and private partnership in the area of ICT and IP, and explore global cooperative projects among IP offices and other stakeholders;
ย
e.ย Keep abreast of developments in strategies and policies related to IP data and IP information systems including the use of emerging technologies, liaise with concerned work units throughout WIPO and other stakeholders in order to coordinate efforts and identify opportunities for developing or enhancing related recommendations for the IP community;
ย
f.ย ย Represent WIPO at meetings, seminars, training courses and exhibitions convened by Member States, industry groups and other stakeholders in relation to digital transformation related cooperation; and
ย
g.ย Perform other related duties as required.

3.ย ย ย ย Requirements
ย
Education (Essential)
First-level university degree in information technology or other closely related fields.
Education (Desirable)
Advanced university degree in information technology/international relations or other closely related fields
ย
Experience (Essential)
At least six years of progressive professional experience in the areas of IP information, digital transformation or emerging technologies, including experience in coordinating cooperative ICT projects for IP businesses with external partners.
ย
Experience (Desirable)
Experience in coordinating discussions or chairing meetings relating to IP information systems at an international level.
Experience in the preparation of recommendations or policies relating to digital tools, IP data, and IP information systems in collaboration with different stakeholders.
Experience in the activities related to the CWS, including its Task Forces.

Language (Essential)
Excellent written and spoken knowledge of English.
ย
Language (Desirable)
Knowledge of other official UN languages.
