Project Context and Scope
The Consultant services are required to support implementation of activities within variety of projects focused on the repairs, reconstruction, overhaul or construction of the selected infrastructure objects.ย
The project โHromada Reconstruction and Empowerment Facilityโ (HREF) is implemented on the basis of the Agreement concluded between the International Organization for Migration (IOM) and the Credit Institution for Reconstruction (KfW) on 19 December 2023 (BMZ-No 2023 679 69). The project โEconomic Integration of Internally Displaced People and Persons affected by Conflictโ (Livelihood +) is implemented on the basis of the agreement signed between the International Organization for Migration (IOM) and KfW with the aim to improve the economic independence and thus the living conditions of internally displaced persons and population groups affected by conflict with high economic vulnerability.
In order to achieve greater effectiveness by interlinking the various components of the programme, activities are implemented focusing on four oblasts: Chernihiv, Poltava, Kyiv and Sumy, which are benefitting also from other projects funded by German government through KfW. These components include improving the infrastructure within businesses, investing in economically relevant local infrastructure and setting up a network of regional advisory centers (Hubs and sub-Hubs).
The Consultant will be responsible for technical assessments, preparing scope of required works, monitoring repairs and rehabilitations of selected buildings, in coordination with relevant colleagues, partners and municipalities.ย
Also, if required,ย the consultant might support activities related to repairs and refurbishment in collective centres or damaged individual residencies and multi-apartment residential buildings.ย

Organizational Department / Unit to which the Consultant is contributing
Shelter and NFI Unit, IOM Ukraine. Tasks to be performed under this contract
- Conduct field visits as necessary to assess and document repair requirements, including but not limited to, for communal infrastructure, social institutions, collective centers, individual residencies and multi-apartment residential buildings.
- Draft Bills of Quantities and Bills of Materials and Equipment, necessary engineering drawings taking into consideration national legislation and following IOM standards.ย
- Assist the Senior Project Associate with the coordination with Logistics and Procurement Unit on the procurement process by reviewing or preparing construction-related procurement documents.
- Conduct quality, timeline and cost control and document progress of works on-site. Navigate changes and correction where necessary and needed. Document any changes from original designs and plans and coordinateย necessary actions closely with the programme management and procurement units.ย
- Monitor implementation of construction activities at field, ensuring compliance with safety measures and donor visibility requirements, in order to track progress and report potential gaps/delays in the implementation to the Project Officer (Shelter).
- Work closely with relevant internal units to support that Housing Land and Property issues are considered and integrated in the unitโs response during all phases of the project.
- Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Ensure proper filing of documents according to data protection and confidentiality protocols.
- Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse
(PSEA) and verify implementation partners and contractors implement those standards to the samelevel. - Perform such other duties that may be required. Performance indicators for the evaluation of results
Consultant monthly reports to IOM fully correspond requested tasks. The day-to-day work will be coordinated withย the relevant IOM project staff.ย
Education, Experience and/or skills required
Level of Education:
Bachelorโs degree in Civil Engineering/Architecture from an accredited academic institution with at least 4 years of relevant professional experience.

Bachelorโs degree in Mechanical/Electromechanical Engineering from an accredited academic institution with at least 5 years of building construction/repair management professional experience.

High school diploma in technical related field (Electromechanical/Mechanical/Electrical etc.) with at least 7 years of building construction/repair management professional experience.
Specific experience:
- Experience in the field of construction engineering and contract management;
- Experience in the technical supervision of the construction/reconstruction/overhaul projects;
- Experience in planning and implementation of civil design construction and WASH projects;
- Experience working with a non-governmental organization and/or international organization is an advantage;
- Fluency in Ukrainianย is required, working knowledge of English is an advantage.ย
Travel required
Yes, travel duties are mandatory according to the contract.ย
