Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent will lead the Network Service & ICT Workshop Team within the Field Technology Section (FTS), part of the Operations Management Unit (OMU). The OMU is responsible for optimizing all core technology operational activities, managing the program of operational telecommunication services and underlying infrastructure to ensure availability and performance at the highest industry standards. It provides emergency technology layers in support of force protection, protection of civilians, and overall mission safety and security. The position is based in Port-au-Prince and is located with the Field Technology Section in the Operations Management Unit. The Information Systems Officer , P3 will report to the Chief of Unit. ResponsibilitiesWithin delegated authority, the Information Systems Officer, P-3 is responsible for the following duties: โข Specializes in major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups. โข Provides specialized advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) and responds to requests from users; contributes to the development of plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. โข Tracks and monitors project progress against plans, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. โข Provides coordination to assigned project teams, and/or mentors and supervises the work of new/junior officers contract staff, etc. โข Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. โข Participates in planning and preparation of the budget, work program and spending plan. โข Facilitates communications between the Network Service & ICT Workshop and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and the Network Service & ICT Workshop, for either specific IT services or general technology support, including any charge back mechanisms. โข Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides coordination on introducing technological changes; prepares various technical reports. โข Performs other duties as required. CompetenciesProfessionalism: The Network Engineer leading the Network Service & ICT Workshop team must possess advanced technical expertise in network architecture, design, and implementation across LAN/WAN/WLAN environments, including proficiency in routing protocols, network security technologies and cloud networking. Strong leadership capabilities are essential for supervising technical staff, managing workshop operations, and ensuring effective service delivery through ITIL-aligned incident, problem, and change management processes. The role requires strategic planning skills to develop technology roadmaps, conduct capacity planning, and implement business continuity measures, while maintaining client relationships and managing budgets. Excellent communication skills are critical for engaging with diverse stakeholders across technical and non-technical audiences, translating complex technical requirements into actionable solutions, and serving as a trusted advisor on ICT network infrastructure matters. Knowledge of automation tools, network monitoring systems, and service management frameworks, combined with relevant certifications (CCNP/CCIE, ITIL, Security+), ensures the incumbent can deliver innovative, cost-effective solutions that align with organizational objectives and support mission-critical operations. EducationAdvanced university degree (Masterโs degree or equivalent) in information management, information science, information systems, social science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationKnowledge of information systems as it relates to application development and support, database management, high level programming, scripting and query languages, document design and management information systems, advanced knowledge of network infrastructure and protocols including routing, switching, network security architectures, and ability to design complex multi-site LAN/WAN/WLAN environments is required. Conceptual and strategic analytical capacity to understand information systems and business operational issues; ability to manage a diversified team of experts in the design and support of Information systems, expertise in network troubleshooting using diagnostic tools and ability to rapidly identify and resolve connectivity issues; knowledge of disaster recovery, business continuity, and capacity planning with ability to design redundant network architectures is required. Good knowledge of organization's information systems and communications infrastructure, including network automation and configuration management utilizing scripting languages and ability to develop standardized deployment procedures, is required. Work ExperienceA minimum of five (5) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, experience in network engineering and administration, including hands-on design and management of enterprise-level network infrastructures is required. Two (2) years experience providing services in the field of information systems or related areas to or in a field operation of the United Nations common system or comparable international organization, including supervision of network engineers and implementation of service management frameworks is required. Two years โ experience in the field of information systems or related areas in a conflict or post-conflict setting, proven track record of managing large-scale network projects from requirements analysis through implementation, including network modernization initiatives or security infrastructure deployments is required.
