Org. Setting and ReportingThis position is located in the Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) in New York. The Office of Internal Oversight Services is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. OIOS is an independent office reporting to the Secretary-General and to the General Assembly. The Inspection and Evaluation Division focuses on the conduct of independent inspections and evaluations on behalf of the Secretary-General and the Member States. IED evaluations and inspections are meant to assist intergovernmental bodies and programme managers in assessing the relevance, efficiency, effectiveness and impact of Secretariat programmes. In accordance with its mandate, set forth in General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244 and A/RES/59/272), the role of IED is to help assure the accountability of Secretariat programmes for attaining their mandates, while in the process foster institutional learning and improvement through reflection by programmes and Member States on performance and results. The Information Systems Assistant reports to the Deputy Director. ResponsibilitiesWithin delegated authority, the Information Systems Assistant will be responsible for the following duties: โข Participate in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities. โข Develop, test and implement simple computer application systems and programs using UN established standards for IT technologies, programming languages and tools. โข Serve as a team member in the planning, specification, design, development, implementation and support of computer application systems; independently liaise with users to define and specify requirements. โข Install computer application systems software and hardware according to specifications; monitors computer applications systems using appropriate monitoring tools and produces monitoring reports. โข Prepare technical and user documentation for deployed computer application systems, as well as training materials and conducts technical presentations. โข Maintain functional specifications for computer application systems, programs and procedures developed and/or modified. โข Provide support for deployed computer application systems including version management, data recovery and deployment to usersโ offices; perform ongoing reviews with users and developers and responds to users' requests. โข Serve as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepare standard terms of reference; process and follow-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. โข Keep abreast of developments in the field; perform benchmarking and propose new acquisitions. โข Provide guidance to new/junior staff. โข Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โข Assist with visualizations and updating information material such as web pages or brochures. โข Perform other functional related duties as assigned. โข Work implies frequent interaction with the following: Information Systems Officers and other IT specialists throughout the United Nations. Senior administrative staff and focal points in user offices.
