The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. This position is in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNICTF and located in Valencia, Spain. The incumbent reports to a Senior Information Systems Officer. ResponsibilitiesUnder the direct supervision of the Information Systems Officer and the overall supervision of the Enterprise Solutions Service Chief, the Information Systems Assistant will be responsible for the following duties: โข Participates in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities. โข Develops, tests and implements simple computer application systems and programs using UN established standards for IT technologies, programming languages and tools. โข Serves as team member in the planning, specification, design, development, implementation and support of computer application systems; independently liaises with users to define and specify requirements. โข Installs computer application systems software and hardware according to specifications; monitors computer applications systems using appropriate monitoring tools and produces monitoring reports. โข Prepares technical and user documentation for deployed computer application systems, as well as training materials and conducts technical presentations. โข Maintains functional specifications for computer application systems, programs and procedures developed and/or modified. โข Provides support for deployed computer application systems including version management, data recovery and deployment to usersโ offices; performs ongoing reviews with users and developers and responds to users requests. โข Drafts correspondence and communications, including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports. โข Serves as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. โข Keeps abreast of developments in the field; performs benchmarking and proposes new acquisitions. โข Provides guidance to new/junior staff. โข Performs other related duties as assigned. EducationHigh school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience. Job - Specific QualificationA first-level university degree in computer science, information technology or a relevant field is desirable. Work ExperienceA minimum of seven years (or five years if graduated with a first-level university degree) of progressively responsible experience in information systems analysis and programming, software development, systems administration and maintenance is required. Seven years of experience in developing web applications using C#, .NET and .NET Core frameworks is required. Seven years of experience of development of single-pages application and complex web interfaces development using Javascript, both vanilla and Ext JS/Sencha framework, are required. Three years of experience with DevOps processes and tools (AzureDevOps, PowerShell, git,Telerik Suite) is required. A minimum of one year of experience working with React is required. A minimum three years of experience with ArcGIS/ESRI suite are desirable. Experience of information security (Authentication, Identity management, compliance) is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language, particularly Spanish, is an advantage.
