Overall purpose of the role: This role combines responsibilities in Information Management (IM) and Monitoring, Evaluation, Accountability, and Learning (MEAL), with a primary focus on managing and maintaining DRC’s Integrated Information Management System (IMS). The IM and MEAL Officer ensures accurate and timely data collection, analysis, and reporting, supports MEAL processes to strengthen data quality and program reporting, provides staff training, and maintains a reliable, centralized source of information for the organization.
Geographic Scope: Country (Türkiye)
The role is based in the DRC Türkiye Country Office in Adana (Gaziantep as of January 2026) but will support area offices and travel to the field as needed.
Duties and Responsibilities:
IMS Management
Oversee DRC’s integrated and centralized Information Management System (IMS), ensuring regular maintenance, improvements, and reviews to support DRC's Economic Recovery, Protection, Monitoring & Evaluation, and AAP initiatives in coordination with regional and HQ IM technical teams. Develop new tools and update existing ones in the IMS to accommodate the data collection needs of new and ongoing programmes. Organize training and induction sessions for the MEAL, programme, and partner staff on using the IMS tools and interface, ensuring maximum utilization of the system. Ensure IMS compliance with GDPR, Turkish data protection regulations, and Protection Information Management (PIM) standards and principles, while adhering to DRC’s internal data protection and management guidelines. Lead the enhancement and maintenance of the IMS in collaboration with external service providers or consultancies. Ensure the IMS is regularly backed up, and upgraded, and all necessary payments are made, working with the HQ IM team to prevent disruptions in programme implementation.Data Management (Data Quality, Analysis, and Presentation)
Conduct regular data quality checks within the IMS, providing constructive feedback to programme teams to improve data quality in terms of accuracy, completeness, validity, consistency, and reliability. Perform regular data cleaning and analysis to support programme implementation and meet reporting requirements. Develop and implement data presentation methods, such as dashboards and other visualization tools (e.g., PowerBI), to present real-time data to programme teams. Ensure the quality of partners' data by conducting regular checks and providing timely technical feedback to improve data standards.Reporting
Lead the updating of project trackers in collaboration with MEAL Officers and Programme Managers, ensuring adherence to agreed timelines. Compile partners' project trackers into DRC’s master trackers, working closely with MEAL Officers and the Partnership Unit. Provide timely and accurate data for monthly, quarterly, interim, annual, and final reports across all projects. Maintain close coordination with programme, MEAL, grants, partnership, and field office teams, conducting regular analyses to identify information needs and address system gaps for continuous improvement. Ensure all external reporting obligations, such as ActivityInfo submissions, are met on time.Monitoring and Evaluation
Support the MEAL Coordinator in designing and developing data collection methodology and tools for ongoing grants according to agreed MEAL Plans. Provide technical supervision to MEAL Assistants in designated areas and contribute to their professional growth. Support the MEAL Coordinator in coordinating MEAL activities in DRC and with partners e.g. organizing MEAL workshops, developing MEAL Plans and tools, training and conducting data collection etc. Participate in the evaluations (external and internal), mid-term reviews and any other assessments by information sharing, coordinating in the field project offices, and organizing training and data collection processes. Ensure that programme teams are timely informed regarding the compliance of programme activities with DRC accountability principles e.g. through MEAL Workshop, Kick-off meetings etc.Additional Responsibilities

About you
To be successful in this role we expect you to have university degree in Information Technology/ Information Systems/ Statistics/ or a relevant field.
Moreover, we also expect the following:
Required
At least 3 years of experience at the national or international NGOs in information management/ database management/ mapping, web development using digital platforms, MEAL Strong skills in designing and managing data collection tools in KOBO Toolbox Strong skills in at least one data visualization tool e.g. PowerBI Strong data analytical skills in Excel, SPSS or similar platforms. English proficiency Turkish or Arabic fluency (One should be fluent and the second is an asset)
