Peace and Security Cluster The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
Background Information - UNMAS Palestine Response
The PSC Palestine Project Unit operates as an integral part of Peace and Security Cluster structure. The Head of the Palestine Project Unit reports to the PSC Director who provides direction and guidance. S/he is responsible for planning, implementing, monitoring, supervising and closing all projects in the country in order to support substantive partners in delivering its mandate.
In Palestine, PSCโs partner is the United Nations Mine Action Service (UNMAS), and UNMASโ representative in-country is the Chief of Mine Action Programme (CMAP). The CMAP is therefore the HPUโs primary stakeholder. UNOPS PSC and UNMAS have developed a delineation of responsibilities, using a responsibility matrix to define who is Responsible, Accountable, Consulted and Informed. The HPU is expected to work in close cooperation with the CMAP, ensuring that, in substance, the Palestine mine action programme operates as one integrated team.

This individual shall serve as the team lead for the Information Management team. Under the supervision of the Senior Operations Coordination Advisor (SOCA) responsibilities of the incumbent may include some or all of the following depending on the specific task(s) assigned:
Team Leadership
Lead on tasking the team and ensuring alignment of team planning and resources with the strategy and priorities set out in the Programme workplan and subsequent senior management discussions. Using project management tools, ensure that IM projects are implemented on time, with high quality and
Attend senior management meetings and represent the IM unit in inter-team discussions ; liaise with the operations units specifically to ensure that the needs of senior management and operations are translated into effective information management dashboards, tools and systems.
Set up and manage oversight systems for the team to determine decisions and changes to IM team requests; translate strategy into these monitoring tools and ensure effective and clear communication to external stakeholders and internal team leads on IM work
Be responsible for the finalisation of technical documentation, guidance, templates and training materials.
Contribute to strategic documentation, public papers and sectoral guidance documents
Quality Management & Capacity Enhancement
Review products developed by the team in IM and ensure accuracy of systems and data validation processes
Be a focal point for external parties regarding quality standards and providing advice on quality management systems related to data management
Ensure review of the security of data and provide effective solutions to ensure compliance with sensitive information sharing protocols
Establish training and capacity enhancement plans for local counterparts in Information management, oversee the rollout of training processes and establish monitoring mechanisms for capacity enhancement.
Train internal and external partners in quality data sharing and information management updates
Coordination
Lead on setting up innovative and effective information management systems to respond to operational needs on the ground and strategic needs at a management level
Other
Support the implementation of PSCโs knowledge management strategy.
Perform other related duties as required.

Education:
Advanced University Degree (Masterโs Degree or equivalent) with 5 years of relevant work experience is required; OR
First-level University Degree (Bachelor degree or equivalent) with 7 years of relevant work experience is required.
Experience:
Relevant experience is defined as experience in designing and implementing complex IM systems, Data Management or Data Analysis.
Experience managing operations and IM teams in humanitarian mine action is desired.
Experience working in humanitarian mine action operations is desired.
Language:
Fluency in English (writing, speaking, reading) is required.
Fluency in Arabic (writing, speaking, reading) is desired.
Contract type: staff Contract level: P3 and Contract duration: One year initially, renewable subject to satisfactory performance and funding availability

For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
