BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Ministry of Health in Liberia is supported by the Global Fund and USAID, who have requested the assistance of WFP as a 4PL supply chain partner, to ensure the provision of warehousing, long haul and last mile transport services of medicines and health supplies across the country. The service includes an โin countryโ management of health supply chainโ from the reception of the products in the central medical store, warehousing/storage management, to the delivery of pharmaceutical products to hundred of health facilities across Liberia.
The Information and Data Management officer will provide specialized support function and/or support the supply chain team with the operations information and data management related activities to enable effective management and delivery of goods and services for USAID and the Global Fundโs โin-Countryโ Health Supply Chain for 10 health programsReporting Line: Health Supply Chain Project Manager

ACCOUNTABILITIES/RESPONSIBILITIES:
In coordination with the project team, will be responsible for activities related to information and data analytics and overall reporting for the project, both internal and external to donors
Assist with the Supply Chain Management Dashboard design & improvements in close coordination with the project team and the WFP Supply Chain Planning unit
Update the Supply Chain Management Dashboard every month to support the SC Coordination Cell meetings
Coordinate with other stakeholders of the projects (eg: Ministry of Health, USAID, Global Fund, UNFPA and others) to obtain inputs required to conduct Supply Chain (SC) analyses;
Provide secretariat services to SC Coordination Cell (agendas, NFRs, etc);
Follow up on actions taken during the Supply Chain Coordination Cell meetings and also during the operational meetings, ensure all parties involved provide their response, take action as per agreement.
Design and implement any other supply Chain Visibility and advanced analytics products that can support operational decision making and facilitate stakeholders coordination on the ground
Liaise with the Operations team to ensure accurate and coherent data are processed within the warehouse and transport systems (mSupply and RITA) to ensure a robust and consistence data reporting processesPromote the use of the Data Compliance Dashboard and promote its continual improvement to ensure data quality enhancement.
Ensure the activities of WFP are reported to the donors, Ministry of health and other partners on a weekly basis, including reception of supply, storage and deliveries. This will be provided in a full inventory/stock movement tracking report to ensure all stock sheets/reports are up to date.
Coordinate quarterly and annual Operations performance reporting and evaluation:
Provide support to logistics operations and activities when necessary, following standard processes and contributing, directly or indirectly, to the effective delivery of NFIs to the final distribution points.
Contribute to other WFPโs global Service provision initiatives as / when needs
Perform any other duties assigned by the supervisor.
DELIVERABLES AT THE END OF THE CONTRACT:
Update every month the Supply Chain Management Dashboard to support the SC Coordination Cell monthly meetings
Produce a quarterly Operations Performance (KPIs) report with benchmark indicators
Draft IM reports and support with donor/partner communications products:
Drafting weekly project status reports (external/internal) and daily transport/activity updates (internal);
Drafting quarterly project reports (including expenditure report in coordination with project manager and the CO/HQ finances.
Producing the annual project report.
Any other report/product as required in relation to the project.QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A university degree in Supply Chain, Logistics, International Relations, Business or Programme Management, or another related field.
Experience:
Minimum 1-year relevant work experience
Additional experience that will be highly valued:
Supply Chain Analytics to support National Public Health Systems (in particular for Malaria, TB and HIV Programs)
Implementing joint projects with Governments in the African Continent, focused on capacity strengthening and building analytical capabilities in Government staff in the Health Sector
Experience in producing internal/external information and data management reports, coordinating meeting and events.Knowledge & Skills:
Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
Ability to meet deadlines and work under pressure as part of a team;
Excellent oral and written communication skills;
Advanced knowledge of logistics operations (knowledge of medical logistics is considered an advantage);
Solid knowledge on the use of Microsoft Excel
Strong analytical skills(quantitative and qualitative), with the ability to think outside the box
Sound knowledge of MS Word, MS PowerPoint, Tableau and other related software;Languages:
