What we are looking for

Senior-level legal assistance project implementation experience or Protection project with significant legal assistance component in a humanitarian, recovery, ย complex and volatile contexts.ย 

ICLA (Legal) technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues as well as experience with Legal programming and Legal case management.

What you will be doing

This position aims to lead the implementation of all Information, Counselling and Legal Assistance (ICLA) activities in South Central Syria. The role will be responsible for managing the overall NRC ICLA project portfolio and staffing in South Central Syria, as well as contributing to the broader country level programme development in collaboration with the ICLA Specialist.ย 

Key responsibilities:

Develop and manage the ICLA programme in line with NRCโ€™s objectives, strategies, donor commitments, and context-specific needs as well as Contribute to the development of Country, Area and ICLA strategies.ย 

Oversee and coordinate the implementation of all ICLA project activities, ensuring quality, accountability, and compliance to donor requirements and NRC policies, guidance, and procedures.ย 

Line manage ICLA team members and supports their professional development and performance management.ย 

Provide regular progress reports to the Area Programme Manager and the ICLA Specialist as well as ensure accurate and timely donor reporting and compliance with donor requirements.

Ensure that project participants are those most in need of protection, as well as explore and assess new and better ways to assist.ย 

Liaise with other Core Competencies and support departments to ensure integrated programming and efficient operations.ย 

Develop and manage project budgets in coordination with the ICLA specialist and the Area Programme Manager.ย 

Strengthen collaboration with protection actors, legal aid providers, justice sector stakeholders, and local authorities. Actively participate in relevant humanitarian coordination forums, including leading the Housing, Land and Property (HLP) Technical Working Group (where relevant).

Ensure accurate and consistent use of ICLA case management and M&E tools and integrate evidence and learning into programme development.

Promote the rights of displaced people in line with the advocacy strategyย 

What you will bring

Relevant university degree, preferably in law, human rights or social studies, Master's degree is an added value.ย 

Minimum 3 years of experience in Senior-level legal assistance project implementation experience or Protection project with significant legal assistance component in a humanitarian, recovery, ย complex and volatile contexts.ย 

ICLA (Legal) technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues, experience with Legal programming and Legal case management.

Knowledge of the displacement context in Syria and the Middle East.

Fluency in both English & Arabic language, both written and verbal skills.

Contract: Initially until end of June 2026 based on current NRC Syria contracts, followed by renewal on 01 July 2026 (subject to availability of funds)

Travel: 30-40% travel to areas of operation.

Salary/benefits: Grade 8 on NRC's grading structure. ย
