Org. Setting and ReportingThe position is located in the Information Systems and Development Unit which has responsibility for the development of new information applications and systems for the ITC and seeks to provide proactive services to client departments of the ITC in meeting their IT development needs. This Unit is one of two reporting to the Chief of the Information Technology and Systems, the other Unit being responsible for IT Operations. This P-3 position is one of a number professional information systems officers reporting to the Team Leader of the Information Systems & Development Unit. ResponsibilitiesUnder the direct supervision of the Team Leader of the Information Systems & Development Unit the incumbent will be responsible for the following duties: โข Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. โข Develops detailed system and other functional specifications and user documentation for major systems. โข Provides specialized advice to users, analyzing usersโ requirements and translating these into new applications; determines application systems integration and linkage issues. โข Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. โข Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. โข Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. โข Develops training materials, operating and user manuals; trains staff in assigned systems. โข Develops disaster recovery plans and ensures appropriate planning and training of those responsible. โข Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. โข Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. โข Facilitates communications between IT&S and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and IT&S , for either specific IT services or general technology support, including any charge back mechanisms. โข Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. โข Provides guidance to, and may supervise, new/junior staff, consultants, etc. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. EducationAdvanced university degree (Masterโs degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationAn industry recognized project management certification is desirable Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five years of relevant experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. A minimum of two yearsโ experience in data analytics, artificial intelligence or related area is desirable. A minimum of one yearโs experience with external service providers (such as software consultants, cloud service providers etc) is desirable. A minimum of two yearsโ experience supervising a team of 3 or more direct reports is desirable. LanguagesFor the position advertised, fluency in English is required; and knowledge of French is desirable.
