Context
The ICT Associate (Compliance and Licensing) must be a proactive and detail-oriented License Management & Compliance individual responsible for supporting the lifecycle of software license and asset management across the global footprint.ย
The ICT Associate (Compliance and Licensing) will coordinate the globally procured Information and Communication Technology (ICT) licenses with the end-users and verify the accuracy of license reporting when renewing or purchasing licenses from vendors. This role monitors that all countries and business units are charged accurately based on actual consumption, remain fully compliant with license agreements, and that ICT licenses are always audit-ready.ย
Under the overall supervision of the Chief Technology Officer and the direct supervision of the Senior ICT Officer (Service Management), the ICT Associate (Compliance and Licensing) is responsible for playing a proactive role in supporting the administration and compliance of ICT Licenses.
Global License Administration: Support the maintenance of a centralized view of all software licenses used across IOM, facilitating accurate inventory, allocation, and tracking.Chargeback Accuracy: Support the analysis of usage data and monitor that each country and business unit is billed correctly for license consumption, following the basic software licensing and other applicable transparent model.Compliance Support: Assist in monitoring adherence to license agreements (EULAs, SLAs, etc.) and monitor compliance at the country, product, and user levels.Audit Readiness: Assist in preparing for internal and external audits by maintaining accurate records, usage data, and contractual documentation.Tooling & Automation: Support the use of Software Asset Management (SAM) tools and license monitoring platforms to automate tracking, reporting, and alerting.Stakeholder Coordination: Support coordination with procurement, finance, and regional and country IT leads to help maintain alignment on licensing needs, renewals, budgeting, and usage.Policy Support: Assist in the implementation of licensing policies and procedures, including those related to new license requests, renewals, true-ups, and decommissioning.License Optimization: Help identify underutilized licenses, shelfware, and cost-saving opportunities by supporting data analysis and reporting.Perform such other duties as may be assigned.Education
University degree in Computer Science, Information Technology or a related field from an accredited academic institution with three years of relevant experience; orCompleted High School / Secondary school education with five years of relevant experience.Certification in Information Technology Infrastructure Library (ITIL) is desirable.Completion of the Microsoft Licensing Solutions Specialist (LSS) is desirable.Certification in Microsoft 365 Fundamentals and Microsoft Azure Fundamentals is desirable; and,Certification as a Certified Software Asset Manager (CSAM) or Certified IT Asset Manager (CITAM) is a distinct advantage.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience
Experience supporting IT Software asset management processes;Hands-on experience with Software Asset Management tools such as Flexera, Snow, ServiceNow and FreshService;Experience supporting the evaluation of license costs and assisting in identifying opportunities of consolidation and cost reductions;Experience working with vendors and original equipment manufacturers is a distinct advantage; andExperience supporting network infrastructure, and the Cisco Meraki network portfolio at the Tier 1 and Tier 2 level a distinct advantage.ย
Skills
Solid understanding of ITIL principles specifically customer support and IT Asset Management;Excellent communication skills with the ability to provide clear and concise information when escalating or deescalating and resolving service issues;3+ years of experience in software asset management, IT procurement, or license compliance roles (global/multinational experience preferred);Deep knowledge of licensing models from major vendors (Microsoft, Adobe, Oracle, Cisco, etc.);Strong data analysis skills, proficiency in Excel/ Power BI/ Tableau knowledge is a plus;Knowledge of financial chargeback or show back models;Familiar with legal and contractual terms in software licensing;Comfortable assisting in audit preparation and working with legal/procurement teams; and,Highly organized, detail-oriented, and driven to resolve ambiguity with clarity.Languages
IOMโs official languages are English, French and Spanish.ย All staff members are required to be fluent in one of the three languages.
For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.ย
