PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global and services, focus on delivering bankable projects and programs that are aligned to countriesโ€™ development priorities. The GGGI Indonesia Program, known as the 'Government of Indonesia-GGGI Green Growth Program', aims to demonstrate that green investment is possible and can become the norm both for investors and for planners, ultimately improving the quality of growth and development.

In Kalimantan, GGGI is implementing the Nature-Based Solutions for Climate-Smart Livelihoods in Mangrove Landscapes (NASCLIM) project, designed to support the rehabilitation of degraded mangroves and the protection of intact mangrove forests in the provinces of North Kalimantan (NK) and East Kalimantan (EK). Funded by Global Affairs Canada, the five-year project focuses on restoring natural tidal flows and introducing sustainable aquaculture approaches. The goal is to increase the resilience of coastal communities and improve access to mangrove resources, especially for marginalized groups, including women. Additionally, the project aims to enhance policymakers' capacity to design and implement evidence-based policies to support mangrove ecosystem rehabilitation and protection. NASCLIM will serve as a model for expanding similar projects and/or used as an example for adoption elsewhere in the country.

NASCLIM operates under a Project Technical Arrangement, derived from a Memorandum of Understanding between the Ministry of Environment and Forestry (KLHK) and GGGI signed on October 26, 2023. The project is guided by KLHK and the Indonesiaโ€™s Peat and Mangrove Restoration Agency (BRGM). Its goals and targets are designed to align with the Country Planning Framework agreed by the Government of Indonesia and GGGI, contributing to the development of a green growth program.

The success of sustainable mangrove ecosystem management depends significantly on institutional and financial aspects. Institutionally, sustainable mangrove ecosystem management involves various cross-sectoral government agencies and affects the livelihoods of many stakeholders. This diversity necessitates effective coordination, synchronization, and synergy among the policies, programs, and activities of different institutions and stakeholders related to mangrove ecosystem management.

In this context, the KLHK-initiated Regional Mangrove Working Group (Kelompok Kerja Mangrove Daerah/KKMD) is expected to serve as a coordination platform for institutions and stakeholders at the provincial level. It is a multi-stakeholder working group that convenes government entities, experts from universities, mangrove practitioners, private sectors, and others to work in harmony to sustainably manage mangrove. The KKMD is expected to play active roles in addressing various issues related to sustainable mangrove ecosystem management in the provinces.

The establishment of the KKMD in East Kalimantan aims to: (a) anticipate and resolve emerging issues related to coordination and synergy among stakeholders, (b) advocate for sustainable mangrove ecosystem management, (c) systematically mainstream the achievement of sustainable mangrove ecosystem management goals, with results that can be aggregated nationally, (d) strengthen the capacity of stakeholders through collaborative learning processes, and (e) achieve development and policy targets at both the national and provincial levels. One key instrument that the KKMD can use to guide its duties and functions is the KKMD Action Plan, or RA-KKMD

Given the diverse ecosystem services provided by mangroves, such as coastal protection, fisheries support, carbon sequestration, and biodiversity conservation, it is evident that these areas are important to various stakeholders. However, conflicting interests among these stakeholders can pose challenges to sustainable management. NASCLIM advocates collaborative management among stakeholders, promoting negotiation and consensus-building among stakeholders to ensure equitable access to resources and the sustainable use of mangrove areas.

Recently, GGGI received a request for support from the provincial government of East Kalimantan (EK) to assist the existing provincial KKMDs in managing their offices. As a result, GGGI will hire a Junior Assistant to support the KKMD Secretariat. This person will play a key role in managing the group's procedural, communication, and administrative functions and additional support for GGGI operation in East Kalimantan when necessary under the provision of the GGGIโ€™s Provincial Sr.Officer of East Kalimantan.

OBJECTIVES OF THE ASSIGNMENT

The aim of this consultation is to strengthen the role and function of coordination, synchronization and collaboration of the parties to realize the acceleration of achieving the target of mangrove and coastal ecosystem protection and management that is integrated with the development plan in the regions and sectors in the medium and annual term. Furthermore, this consultation also aims to improve the visibility of the existence of mangrove ecosystem protection and management programs and initiatives carried out by the parties.

The purpose of the consultancy is to support the KKMD in East Kalimantan by providing daily support for the KKMD secretariat so that the KKMD institution can be more effective and efficient in running their administrative tasks and functions, documentation, conflict management, communication, preparation of documents and supporting the implementation of action plans of KKMD.

DELIVERABLES AND PAYMENT SCHEDULE

The sequence tasks involved are:

  1. Administrative tasks and functions: Coordinating programs and activity plans, budgeting needs, and providing administrative support to ensure the implementation of activity plans and reporting in a timely manner.
  2. Documentation: Preparing and storing accurate meeting records, including decrees, SOPs, minutes, progress reports, annual reports, spatial and tabular data, and information.
  3. Conflict handling: Taking complaints or grievances related to programs/activities covered by the KKMD and channeling them to the relevant fields to be responded to according to existing mechanisms.
  4. Communication: Facilitate the establishment and implementation of effective and efficient communication channels for use by KKMD members in sharing relevant data and information, publication and dissemination of report results.
  5. Preparation of documents: Coordinating any working paper needs with members in the KKMD and finalizing various documents/reports under the direction and approval of the KKMD leader.
  6. Organizing Meetings: Preparing and organizing meetings that have been set, scheduling thematic discussions according to the dynamics of issues and the needs of KKMD members, and conducting capacity-building sessions, including workshops and/or study tours.
  7. Support for the event: Encouraging the execution of additional activities or projects that are related to the protection and rehabilitation of mangrove ecosystem and are hosted by GGGI.
