UNICEF Zimbabwe is inviting applications for an International individual consultant to provide technical and coordination support to the Ministry of Primary and Secondary Education (MoPSE) and UNICEF in the production of the 2025 Education Sector Performance Report (ESPR).The consultant will also support the successful facilitation of the Joint Sector Review (JSR) meeting.
BACKGROUND
The Ministry of Primary and Secondary Education (MoPSE) together with partners conducts annual Joint Sector Reviews (JSRs) to assess progress against indicator targets set in the Education Sector Strategic Plan (ESSP) . The JSR process is informed by the Education Sector Performance Report (ESPR), which consolidates, and analyses progress made against the ESSP 2021โ2025 Key Performance Indicators (KPIs).
Data sources for the ESPR include:
Education Management Information System (EMIS) Teacher Development Information System (TDIS) Research studies, evaluations, and assessments Routine and special monitoring reports Supervision and inspection visit reports (including joint monitoring visits) District and Provincial Operational Plan reviews Credible reports from independent actors in the sectorAt the subnational level, district and provincial education offices conduct annual reviews feeding into the national JSR meeting. The JSR produces a meeting report and an Aide Memoire with key recommendations, which are monitored through quarterly Education Coordination Group (ECG) meetings chaired by the Minister.
The previous JSR was held in November 2024 with representation from MoPSE structures, education partners and other key ministries such as) the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development (MoHTEISTD) However the Ministry of Finance, Economic Development and Investment Promotion (MoFEDIP) was conspicuous on its absence.
For 2025, MoPSE requires technical support to:

Scope of Work
The consultant will:
ESPR Development Review the ESSP 2021โ2025 KPIs targets for 2025. Analyse available EMIS data, complemented by other data sources. Prepare draft and final versions of the 2025 ESPR, including data tables, narrative analysis, and progress against indicators and a comparative analysis of 2024 ESPR. Integrate relevant findings from studies, evaluations, and monitoring reports. Work closely with MoPSEโs Strategic Policy Planning and Research and Statistics Department to validate data. Produce the ESPR report one month before the JSR date. JSR Preparation and Facilitation Liaise with MoPSE, UNICEF, and the designated JSR facilitator to plan the JSR agenda, content, and presentation flow. Support logistical preparation in coordination with MoPSE and UNICEF. Develop JSR background documentation and presentations as needed shared a week before the JSR Ensure alignment between district, provincial, and national review outputs. Rapporteur Duties during the JSR Document key discussions, presentations, and recommendations during the JSR. Draft the JSR meeting report and Aide Memoire in collaboration with the JSR facilitator and SPPRS. Ensure recommendations and action points are clearly articulated for follow-up through the ECG. Technical proposal: The Technical Proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach. The proposal should also cost-effectively propose the local travel proposed by the applicant to undertake the assignment.
Financial proposal: The Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communications costs and any other proposed cost.
