Work LocationBamako Mali Expected duration2 calendar months Duties and ResponsibilitiesBackground: The United Nations is supporting Mali's development, peacebuilding and stabilization efforts through its agencies, funds, and programs. A UN Cooperation Framework for Sustainable Development (CF) for the period 2020-2024 extended to 2025 signed with the government enables the UN to provide a concerted and coordinated response to the country's challenges and priorities. In line with the United Nations Development Group (UNDG) guidelines on new-generation Cooperation Frameworks resulting from the reform of the United Nations development system, the Mali country team is working with the government to formulate the new Cooperation Framework for the period 2027-2031. Following the roadmap established for the formulation of the new Cooperation Framework, several activities are planned, including the organization of workshops and strategic retreats bringing together United Nations agencies, funds and programs and their strategic partners, mainly government structures, civil society, the private sector and TFPs. Organizing this critical mass of activities within the allotted timeframe will require major efforts from the RCO team, which will be involved both in the substantive tasks of contributing to the various exercises in the CF development process. Specifically, the process involves the development of the results matrix at outcome and output level and the formulating of the new Cooperation framework (CF) 2027-2031. Thus, UNCT is looking for an experienced expert to strengthen the Resident Coordinator Office and the APFs during the CF design process. These Terms of Reference are intended to set the framework for the support work and highlight the results expected relating to the development of the Results Matrix and the writing of the new CF 2027-2031 document. Duties and Responsibilities: The IC will be responsible for identifying and carrying out tasks related to the development of the Results Matrix and the writing of the new CF 2027-2031 document. His/her responsibilities include the following steps: • Support the Monitoring and Evaluation Group (GTSE) of the United Nations in Mali identifying at least 15 corporate indicators from the UNSDG Results Indicator Framework. • Facilitate the use by the GTSE of the 500 indicators in the UNSDG Indicator framework to develop the results matrix for the new 2027-2031 Framework. • Ensure the consistency and alignment of the UNSDG indicator Menu with United Nations priorities in Mali, the emerging challenges from the Common Country Assessment (CCA), and the National Strategy for Emergence and Sustainable Development (SNEDD); • Support the GTSE for the development of the results matrix for the new CF 2027-2031 and assist the UNS technical team to the drafting of the new CF document. • Ensure quality assurance of the indicators and the new CF 2027-2031 document. • Support the GTSE and the UNS technical team for the technical preparation and facilitation of workshops and retreats relating to the finalization of the results matrix and the writing of the new CF 2027-2031 document. • Support the updating and exploitation of indicators on UNINFO of the current cooperation framework. • Contribute to the facilitation of other workshops if necessary. Qualifications/special skillsAt least master’s degree in program and project management, Social Science, economics or a similar field is required A minimum of 5 years of experience in the fields mentioned and a proven experience in facilitating workshops and retreats and producing reports of similar exercises is required. A proven experience in the development of the UN results matrix, specifically on the cooperation framework and best understanding of UNSDG indicators and a strong knowledge of national and UN priorities in Mali is required. Strong analytical skills, including data analyses and excellent report writing and presentation skills and having computer skills: office package (word, excel, power point...) is required. A proven ability in teamwork and communication skills and having a team spirit with colleagues and participants is required. Experience with the United Nations is an added advantage LanguagesFluency in French and a good knowledge of English, both spoken and written, is required.
