Individual Consultant - Green Hydrogen Prospect Study in Papua New Guinea
PROJECT BACKGROUND
Papua New Guinea (PNG) is among the countries most vulnerable to the impacts of climate change, with rising risks to its communities, ecosystems, and economy. Recognizing these challenges, PNG has made strong commitments under the Paris Agreement, including the submission of its Enhanced Nationally Determined Contribution (NDC) and the development of its National Adaptation Plan (NAP). These frameworks outline ambitious targets to reduce greenhouse gas emissions, strengthen climate resilience, and mainstream low-carbon development across priority sectors.
In support of these national commitments, the Government of Papua New Guinea (GoPNG), led by the National Energy Authority (NEA),) has undertaken substantial work on Green Hydrogen, including the preparation of Draft Green Hydrogen Policy, which sets out a strategic vision for the role of hydrogen in PNGโs clean energy transition. The Draft policy represents a significant milestone in PNGโs efforts to translate its climate and development ambitions into actionable strategies
Globally, green hydrogen is emerging as a transformative zero-carbon fuel that can enhance energy security, drive industrial decarbonization, and create new opportunities for trade and investment. With its abundant renewable resources and strategic geographic position, PNG is well-placed to harness this opportunity โ not only to advance its domestic decarbonization objectives but also to position itself as a competitive player in the growing global hydrogen economy.
The Global Green Growth Institute (GGGI) is a treaty based international intergovernmental organization headquartered in Seoul, Republic of Korea, dedicated to promoting sustainable development in developing and emerging economies through green growth. Since 2018, GGGI has been working with the Government of Papua New Guinea, in close collaboration with the Climate Change and Development Authority (CCDA) and other national counterparts, to support the countryโs transition toward inclusive and climate resilient green growth. This partnership has encompassed renewable energy development, climate policy and planning, subnational green growth initiatives, and the mobilization of climate finance, aligned with PNGโs Vision 2050, Enhanced NDC, and NAP.
GGGI seeks to build on its ongoing support to the Government of Papua New Guinea by providing a technical review of the Draft Green Hydrogen Policy, assessing the landscape of hydrogen development opportunities in the country, and preparing practical recommendations and a roadmap. This work is intended to inform decision-making by national authorities, strengthen the strategic basis for future investments and partnerships, and ensure that PNG is well-positioned to leverage green hydrogen as part of its broader climate and sustainable development agenda.
To operationalize this support, GGGI will engage an individual consultant (i) to review the Draft NEA Green Hydrogen Policy, (ii) assess the landscape and feasibility studies already conducted in PNG, and (iii) develop recommendations and a roadmap to guide decision-making on green hydrogen development
OBJECTIVES OF THE ASSIGNMENT
The overall objective of this consultancy is to provide an evidence-based scoping of green hydrogen prospects in Papua New Guinea, with a view to supporting the Government of Papua New Guinea (GoPNG) in finalizing its Draft Green Hydrogen Policy and preparing for early-stage implementation.
The specific objectives are to:
Review the Draft NEA Green Hydrogen Policy, assessing its alignment with PNGโs energy transition priorities, NDC commitments, and international best practices. The review will identify strengths, gaps, and areas for improvement, and provide recommendations to strengthen the policy framework. Conduct a landscape assessment of PNGโs green hydrogen potential, consolidating existing feasibility studies and evaluating renewable energy resources, enabling infrastructure, market and export opportunities, as well as key risks and challenges. This will provide GoPNG with a comprehensive understanding of PNGโs entry points and comparative advantages in the hydrogen economy. Prepare a consolidated recommendations report and practical roadmap, outlining short-, medium-, and long-term actions to support policy finalization, market readiness, investment mobilization, capacity development, and regional or international cooperation. It will also highlight opportunities for financing and technology partnerships and include a presentation of key findings to GoPNG and development partners. This roadmap will serve as a practical tool for GoPNG to advance early-stage implementation of its Draft Green Hydrogen Policy

Note: The consultancy fee is inclusive of all professional fees. Any travel required will be arranged and covered separately by GGGI, in line with applicable policies.
STANDARD INSTRUCTIONS FOR DELIVERABLES:
All deliverables shall be submitted in clear, professional English, following formats agreed with GGGI. Reports must be concise, evidence-based, and properly referenced, with data sources clearly cited. Internationally recognized analytical tools and methodologies shall be applied, consistent with GGGIโs quality standards. Draft reports will be submitted for review and comments by GGGI; the consultant shall incorporate feedback and provide revised versions within one week. All deliverables shall be submitted electronically in editable formats (MS Word, Excel, PowerPoint, as relevant) along with final PDF versions. All outputs and materials produced under this consultancy shall remain the property of GGGI and the Government of Papua New Guinea.EXPERTISE REQUIRED
The individual consultant is required to fulfill the following criteria:
Advanced university degree (Masterโs or higher) in Energy, Renewable Energy, Engineering, Environmental Policy, or related fields. Minimum 5 years of professional experience in renewable energy, green hydrogen, or clean energy policy development. Proven experience conducting policy reviews, energy market assessments, or feasibility studies. Strong knowledge of green hydrogen technologies, global market trends, and policy frameworks. Experience working in developing country contexts; PNG or Pacific experience an asset. Experience in preparing comprehensive reports and presentations to communicate survey results and recommendations. Good command of spoken and written English. Tok Pisin is preferred but not mandatory.
