Purpose of project (summary): The objective of this consultancy is to analyze the results of the data collected through quantitative interviews and participatory assessments of the internal relocation modality supported by UNHCR. The consultant should produce reports with data analysis results, assessment of the quality of integration, gaps identification and projects and programs suggestions that address the identified gaps. The data collection will be provided by UNHCR, and the consultant will respond to the UNHCR Livelihoods unit in the Central Office.

General Background of Project or Assignment, Operational Context:
Since 2018, UNHCR has supported the Federal Governmentโs Internal Relocation strategy through two modalities: Institutional and Signaled Job Vacancies. More than 15,000 people have either passed through reception centers supported by UNHCR or received financial assistance under the Signaled Job Vacancy (VES) modality to secure basic resources upon arrival at their destination.
Starting in 2021, the criteria were adjusted so that financial assistance would be directed only to specific profiles that face greater challenges in being selected compared to single individuals or couples. This strategy aimed to increase the number of families, women, persons with disabilities, and LGBTQIA+ individuals relocated through the VES modality.
Between 2024 and 2025, 1,831 people received financial support from UNHCR. The supported profile consisted mainly of families averaging 3.8 members, with most of the job hires being women. These families relocated for work, primarily to the states of Espรญrito Santo, Santa Catarina, Bahia, Sรฃo Paulo, Rio Grande do Sul, and Paranรก.
Under the Institutional modality, the profile mainly included womenโespecially single mothersโand health-related cases. These individuals were received and integrated into centers located in Sรฃo Paulo, Rio de Janeiro, Porto Alegre, and Brasรญlia.
In 2025, UNHCRโs priority is to implement the project โIntegration with Higher Qualityโ, which aims to promote projects and programsโcomplementary to existing public policiesโthat foster sustainable and autonomous integration. The focus includes: Portuguese language courses tailored to diverse populations (such as Venezuelan, Haitian, and Afghan) Professional training linked to employment opportunities; Support for entrepreneurs through seed funding; Assessment of the integration process of relocated refugees
This monitoring has three main objectives:
โข Understand the conditions and needs of Venezuelan individuals after relocation
โข Assess the quality of integration and promote projects and programs that complement public policies
โข Generate evidence to advocate for inclusive and/or adapted public policies for the refugee population.

Purpose and Scope of Assignment:

The activities will include:
โข Preliminary analysis of data delivered by the survey company
โข Preliminary Report and internal presentation of preliminary data from the quantitative research
โข Systematization of data collected during participatory assessments
โข Preliminary analysis of data collected during participatory assessments
โข Preliminary report and presentation of preliminary data from qualitative research
โข Final report of the quantitative research
โข Final report of the participatory assessments
The delivery must be completed within two months (60 days).
Required qualifications, language(s) and work experience:
โข Bachelor degree in Social Science, Public Policy, Economics, Statistics, Administration or related fields.
โข At least three (03) years of relevant work experience with social research and refugee and migrant issues.
โข Languages required: Portuguese (Native) and English (C2)
Skills:
โข Excellent research and analytical skills.
โข Excellent experience of working with data handling and analysis packages, both quantitative and qualitative data.
โข Outstanding writing and verbal communication skills in Portuguese.
โข Fluency in English (written).
โข Ability to work independently and manage multiple tasks within a defined timeline.
โข Experience working with vulnerable populations, including migrants and refugees, is highly desirable.
Monitoring and Progress Controls:
The consultantโs work will be monitored through regular check-ins with the UNHCR teams (Livelihoods and DIMA unit). These will include feedback sessions to assess progress, address challenges, and ensure alignment with the pilotโs objectives and timeline. Payment instalments will be done after consultancy delivery and hiring manager approval of the products. Product 1 should be delivered in Portuguese until 15 of November 2025 and the second, also in Portuguese, until 15 of December 2025.
