JOB CONTEXT:
The HI Afghanistan operating framework is outlined in the operational strategy (\u201cStratop\u201d) 2022-20205. The pillars are Health / Disability & Inclusion / Armed Violence Reduction / Atlas logistic.HI is currently involved in different sectors of activities:
- Physical and functional rehabilitation (both on service provision and training \u2013 tech assistance), in development and emergency crisis settings

The central office is in the capital city (Kabul) and hosts the management team. HI has five offices located in the different provinces of intervention : Herat, Kunduz, Nimroz, Bamian and Kandahar, are fully operational with dedicated support services and project management teams.
YOUR MISSION:
Under the management of the Technical Head of Program, The Inclusion Specialist will oversee the functional management of technical officer related to inclusion domains.
In this role, the Inclusion Specialist will engage with both internal stakeholders and external parties (including partners, local authorities, other humanitarian organizations, gender-inclusion -accountability working group, and Organization of Persons with Disabilities (OPDs).
The Inclusion Specialist will assume four primary responsibilities within the HI Afghanistan framework across seven bases (Kabul, Kandahar, Nimroz, Bamiyan, Kunduz and Herat), where Inclusive Humanitarian Action (IHA), Universal Accessibility and Inclusive Governance services are implemented through direct support, implementing partners and capacity building of stragegic partners.
These responsibilities aim to ensure quality assurance, capacity building, recognition, prioritization, and sustained support for promotion of disability inclusion within humanitarian initiatives and institutionalization.
Mission 1: Expertise
Contribute to country strategies aligned with global strategies.Provide technical support to projects adhering to global technical frameworks and standards within the sectorial scope.Facilitate technical learning from projects.Monitor and maintain technical quality and relevance of HI's activities in the programs under the scope.Ensure alignment of technical propositions with nexus stakes (interconnected humanitarian, development, and peacebuilding efforts).Contribute to the development of research and innovation projects in the region within the sectorial scope.Assist in facilitating the Professional Channel within the Technical Division's framework within the program.Provide technical guidance to Project Managers, ensuring projects meet strategic and sector standards, and support recruitment and multi-sectoral initiatives;Monitor best practices, oversee technical quality, and foster innovation and learning within the disability-inclusion sector in Afghanistan.Contributing to the development and deployment of specific frameworks and tools for her/his sector (identification of barriers and facilitators, disability data collection and analysis, participation of people with disabilities and/or their organizations in decision-making processes, access to services for all).Identifying and developing trainings related to inclusion in order to strengthen the internal basic and advanced skills for HI staff.Responding to external requests in developing adapted trainings to humanitarian & aid actors.Contributing to the implementation and monitoring of inclusion technical strategies, while supporting the definition of and advising on the effective implementation of HI technical frameworks, standards, and approaches within her/his sector.Mission 2: Influence
Enhance HI's external prestige and influence locally within the sectorial scope of expertise.Collaborating with the Disability/Accountability Task Force to advocate for the disability-inclusive humanitarian efforts and development programming.Working closely with clusters related to IHA, Inclusive Governance, and accessibility to ensure that disability inclusive humanitarian ad development programming are recognized and prioritized.Engaging with government agencies to advocate for policies and resources that support on disability inclusion.Building partnerships and alliances with relevant stakeholders, including OPDs, to amplify the impact of advocacy efforts and garner support for disability-inclusion activitiesMission 3: Business Development
Foster the development of major opportunities or new projects within the region within the sectorial scope.Lead the context analysis on disability inclusion;Lead or contribute to the design and writing of new rehabilitation projects in Afghanistan;Identify & transform major opportunities in rehabilitation in Afghanistan;Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the rehabilitation sector in Afghanistan.Mission 4: Emergency Preparedness and Response
Participate in or support emergency preparedness actions within the program(s) and adapt working methodologies during emergencies to contribute to effective humanitarian response efforts by HI.
Requirements
Experience
Relevant and progressive experience, at least 5 years, demonstrating a strong understanding of technical priorities in humanitarian and protracted crisis settings. This experience should be evidenced through projects implemented in international development and/or humanitarian contexts.Proven experience in providing technical direction, assistance, and oversight for project implementation, including measuring performance against targets and leading necessary training and mentoring for staff, partners, and key stakeholders.Demonstrated ability to manage teams effectively, employing both in-person and remote management approaches for supervising staff across various locationsExperience working with or alongside Organizations of Persons with Disabilities (OPDs), as well as with relevant humanitarian actors, networks, and coordination systems.Skills
Strong leadership and management skills, with a track record of leading and motivating multidisciplinary and multicultural project teams.Training management, including the design and development of training tools and capacity-building materials for adult learners.Solid interpersonal and intercurtural skillsDemonstrated strategic thinking, creativity, acute problem-solving, and analytical skills.Languages
Fluency in written and spoken English is required.
