Work LocationNairobi Expected duration12 months Duties and ResponsibilitiesThe UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions– the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. To do this, IMEO is harnessing a methane data revolution under way thanks to rapidly advancing technology and momentum for methane action. IMEO collects, integrates, and reconciles data from methane-detecting satellites, scientific measurement studies, rigorous industry reporting through the Oil and Gas Methane Partnership 2.0 (OGMP 2.0), and national emissions inventories. The consultant will provide strategic and technical support to the International Methane Emissions Observatory (IMEO) on policy and regulatory advice related to the implementation of the Blueprint for Incorporating OGMP 2.0 MRV into Methane Regulations. The consultant will report to the IMEO Programme Officer in charge. Specific duties and responsibilities include: • Country-Level Application: Deliver tailored recommendations for the practical application of the Blueprint in selected countries, ensuring alignment with national policies, institutional capacities and sector-specific conditions. • Regulatory Review: Review and provide detailed feedback on draft regulations under UNEP’s Climate and Clean Air Coalition (CCAC) Fossil Fuel Regulatory Programme (FFRP), with a focus on alignment with the OGMP 2.0. • MRV Recommendations: As needed, contribute to the review and enhancement of country recommendations on Monitoring, Reporting, and Verification (MRV) of methane emissions, ensuring robustness, transparency and alignment with the OGMP 2.0. • Blueprint Development: Support the development of sector-specific blueprints beyond the oil and gas sector, identifying priority emissions management opportunities and pathways in areas such as waste and agriculture. Qualifications/special skillsMaster’s degree in international relations, law, or a related field is required; PhD is preferred. Minimum 12 years experience in legal, regulatory, and/or policy field is required. Expertise in the energy sector, particularly oil and gas activities, is desired. Experience working in international contexts, particularly related to policy and regulation, is desired. Familiarity with the EU methane regulation is desired. LanguagesEnglish and French are working languages of the United Nations. For this post, fluency in English is required; other languages are desirable. Additional InformationNot available.
