The Capacity Building Officer is responsible for designing, coordinating, delivering, and following up on capacity-sharing initiatives with NRC partners, stakeholders, and duty bearers in the West Area of Libya.ย
Under the supervision of the Project Coordinator and guidance of the ICLA Specialist and Project Manager, the Officer ensures that tailored capacity-sharing roadmaps are developed and implemented in line with project work plans, NRCโs capacity development framework, and DIP and SIP principles.ย
Specific responsibilities:ย
A. Project Implementation.ย ย
Lead the design of tailored capacity-sharing roadmaps for partners and stakeholders, in consultation with technical teams.ย
Organise and deliver capacity-building activities, including training sessions, workshops, on-the-job coaching, secondments of experts, technical support, and provision of in-kind resources directly linked to partnersโ mandates.ย
Ensure implementation of activities in line with agreed roadmaps, work plans, budgets, and quality standards.ย
Liaise with technical specialists to ensure that all content and methodologies are relevant, participatory, and adapted to the local context.ย
- Integrate DIP principles across all training curricula and facilitation methods, ensuring balanced participation of women, men, and vulnerable groups, and adapting materials for accessibility (e.g. language, format, disability inclusion).ย
- Mainstream gender, age, disability, and diversity considerations in all engagement with external partners, community structures, and authorities.ย
B. Monitoring and reporting.ย ย
Use NRC-approved tools to collect and verify means of verification for all output activities.ย
Track and report on output indicators and ensure the use of appropriate tools to measure outcomes.ย
Document progress, challenges, and lessons learned in capacity-building implementation.ย
Support the organisation of learning events and knowledge-sharing forums.ย
- Collect DIP-disaggregated data (sex, age, disability) for all training and capacity-sharing participants and report inclusion progress.ย
- Document and share success stories that highlight inclusion, participation, and equitable access to capacity-building opportunities.ย
Contribute to donor reports and internal updates with evidence-based information on capacity-building activities and outcomes.ย
Conduct quality assurance exercises as requested by management.ย
C. Safe and inclusive programming.ย ย
- Ensure Safe and Inclusive Programming (SIP) and Diversity, Inclusion, and Participation (DIP) are applied throughout the project cycle, under the four components:ย

- Integrate inclusive facilitation techniques and promote meaningful engagement of underrepresented groups (e.g., women, youth, persons with disabilities, and minorities) in all capacity-building events.ย
- Support partners to embed DIP-sensitive indicators into their own monitoring frameworks and ensure feedback loops with participants are in place.ย
D. Other.ย
Perform any other task relevant to the position as requested by the line manager, including administrative tasks, translation of documents, or support to emergencies and other core competencies.ย
