The ICLA - Information, Counselling and Legal Assistance programme delivers legal aid in Ukraine to internally displaced and conflict-affected persons on legal identity, IDP registration, housing, land and property (HLP), employment law and procedures and access to essential services. Capacity building initiatives with key stakeholders are also implemented to strengthen the institutional response on legal protection.
The ICLA Database Officer will be responsible for data management, data analysis and reporting for the ICLA programme in Ukraine, in line with NRC monitoring and evaluation and data protection requirements. The ICLA Database Officer will manage ICLA database, supervise data entry processes, ensure data cleaning and produce internal and external reports across area offices in Ukraine. The ICLA Database Officer will also support the transition to NRC Kobli legal case management module in coordination with ICLA Digital Transformation team and Area Offices teams.
Generic responsibilities:ย
- Ensure adherence with NRC policies, tools, handbooks and guidelines.
- Manage ICLA database, supervise data entry and data cleaning processes.
- Provide technical guidance and capacity building to ICLA teams and partners.
- Prepare internal and external data reports.
- Contribute to monitoring, evaluation and learning ICLA activities.
- Support the transition to NRC Kobli legal case management.
- Promote and share ideas for technical improvement of database management.
Specific responsibilities:
- Perform day-today maintenance of ICLA database.
- Supervise data entry and data cleaning processes.
- Support project participants allocations in coordination with Project Managers.
- Produce internal data reports at area level and country office level (ex. global output reporting and T-
reporting) and external data reports (ex. donors and cluster reports). - Support data collection and processing exercises.
- Contribute to outcome monitoring activities with provision of ICLA data.
- Support the roll out of the Kobli legal case management module in coordination with ICLA Digital Transformation team.
- Provide technical guidance and training to ICLA field teams and partners.
- Promote data quality control.
- Ensure database back up and data archiving.
- Collaborate closely with ICLA and MEL teams at area offices and country office level.
Generic professional competencies:
- University degree in information technology, computer science, statistics, social sciences or any other related field of study (preferably).
- Minimum 2 year of relevant experience in a similar position (preferably).
- Documented results related to the positionโs responsibilities (preferably).
- Interest in humanitarian work, IDPs context and legal aid programmes.
- Previous experience in data management and reporting.
- Previous experience in working in complex and volatile contexts.
Context/ Specific skills, knowledge and experience:
- Experience with digital data collection tools (ex. KOBO Toolbox).
- Advanced Microsoft Excel skills.
- Experience with data management systems, including CRM - data driven software solutions.
- Knowledge of monitoring, evaluation and learning (MEL) processes, with a focus on data analysis and reporting is an asset.
- Good understanding of data protection rules and regulations.
- Fluency in written and spoken Ukrainian / Russian.
- English knowledge is an asset
