Project background

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote an economic growth model known as โ€œgreen growth,โ€ which targets key aspects of financial performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries worldwide, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. Together with global products and services, these in-country programs focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to โ€œcountriesโ€ development priorities. The organization also focuses on knowledge development and management activities, which build a solid theoretical and empirical basis for green growth while providing concrete options and guidance for policymakers and creating the conditions for public and private green infrastructure investments.

GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can help achieve climate goals and SDGs. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and agreement of the Green Growth Policy- GGP (adopted using CONPES 3934 of 2018).

The Ministry of Environment and Sustainable Development is leading the development of a new policy for Sustainable and Responsible Production and Consumption, which will be aligned with national goals for sustainable development, climate change mitigation, and the circular economy.

To support this process, a senior-level consultant is required to contribute technical expertise and policy coordination capacities to structure and consolidate the policy document in accordance with the MADSIG policy formulation procedure.

Objectives of the assignment

The consultant will provide technical and editorial support to The Ministry of Environment and Sustainable Development throughout the drafting and structuring of the National Policy on Sustainable Production and Consumption.

Deliverables and payment schedule

The consultant is expected to deliver the following outputs over the period. All deliverables must be aligned with the MADSIG methodology for environmental policy formulation and will be reviewed by the technical team of the Ministry of Environment and Sustainable Development. Partial versions may be submitted for feedback as part of an iterative review process.

This includes:

Supporting the definition of chapter structures.

Consolidating sectoral baselines and action lines.

Harmonizing language and tone across inputs.

Deliverable 4: Integrated draft with sectoral baseline

Produce a harmonized draft policy document with a coherent narrative and structure. The consultant will incorporate and, if necessary, complement the sectoral baseline data provided by The Ministry of Environment and Sustainable Development for each prioritized sector or activity.

Twelve weeks after the start date

Note: All deliverables must be submitted in editable format (docx, .pptx) and meet the Ministry of Environment and Sustainable Development technical and formatting guidelines. Supporting documentation and records of feedback incorporation must also be delivered upon request.

Reporting Arrangements

The consultant reports to the GGGI Circular Bioeconomy Senior Officer. The consultant's work progress will be monitored primarily through periodic review meetings for planning and weekly short face-to-face (or virtual) meetings for prioritizing activities, all of which will be based on previous consensus with the Contract Supervisor. In this review, meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information on milestones, actual achievements against the timeline initially set, and any other relevant progress details.

Deliverables will be produced in Spanish by GGGI's formatting requirements and submitted with proof of an editable file back-up (e.g., .docx, .pptx) in the GGGI SharePoint system. The consultant shall also provide raw data sets, research materials, and meeting notes related to the contractual objective.

Suggested methodology and competence requirements

The consultant should follow the specific methods provided by the Contract Supervisor.

All products must be approved by the Sustainable Production and Consumption coordinator at The Ministry of Environment and Sustainable Development.

The consultant will best use both primary and secondary sources of information to develop activities defined under the contract objective.

The consultant will be responsible for providing transparent financial information regarding expenses incurred for conducting field visits, orientation meetings, webinars, or workshops.

Expertise required

Academic qualifications:

Bachelorโ€™s degree in Political Science, Ecology, Engineering, or related fields of study.

Masterโ€™s degree in Public Policy, political sciences, environmental sciences, sustainable development, or related fields of study; or equivalent combination of relevant education and experience.

Professional qualifications:

At least 5 years of specific professional experience formulating, implementing, or monitoring environmental public policy.

Demonstrated ability to work with governmental institutions and multi-stakeholder processes.

Knowledge of circular economy, sustainable consumption, or production transitions.

(Desirable) Familiarity with the MADSIG policy formulation methodology.

(Desirable) Strong editorial and technical writing skills in Spanish. Working knowledge of English is a plus.
