Overall purpose of the role:

DRC is seeking a dynamic person to fill the role of Humanitarian Disarmament and Peacebuilding Technical Coordinator for its newly merged Bangladesh and Myanmar operation. This position will focus primarily on Myanmar and will be responsible for developing relevant and effective programme initiatives and ensuring quality implementation in the areas of humanitarian mine action and peacebuilding, as well as supporting the contributing of the sector to the overall DRC programme and strategy in the country. The role may also provide some support to the Bangladesh operation related to peacebuilding.

Responsibilities

Programme development, coordination, and oversight

In coordination with the Head of Programme and the HMA Manager, lead on the design and articulation of the HDP programme initiatives with focus on HDP contribution to integrated outcomes. Lead on the technical development of HMA activities and operational expansion in the country programme in line with GOP/SOPs, lessons learned and best practices. In line with external standards and in compliance with international requirements and guidelines, provide technical oversight of the overall HDP program implementation including partnerships. In coordination with budget holders, contribute to the overall effective allocation of resources for the HDP sector. Ensure HDP quality inputs in proposal and other grants products in line with relevant requirements and policies. Participate in grants kick off, closure and other relevant meetings.

Staff capacity development

In compliance with HDP standards, policies and best practices, provide technical support and trainings to enhance the capacity to deliver effective and quality-focused HDP activities. Carry out country field visits in support of HDP project implementation staff and provide advice and mentoring. Provide guidance and technical inputs to HDP staff on approaches to capacity development, working with communities and partners. Where relevant and in coordination with the HoP and HDP Regional Coordinator, lead on the roll out of the conflict sensitivity and analysis practices. In coordination with budget holders, contribute to the overall allocation of resources for staff and partnersโ€™ capacity development in line with HDP sectorial priorities.

Programme Quality and Strategy Development

Under the supervision of the HoP, ensure overall quality and coherence of HDP activities with monitor and follow up activities. In line with internal and external requirements, guide the HMA Manager in ensuring the overall operational compliance of HMA programme response in particular with regards to sectorial quality management standards. Lead on the roll out, oversight and capacity development of the HDP quality management system including for partners. In close collaboration with MEAL, support strong and coherent monitoring and evaluation practices in compliance with the HDP Information Management system and DRC MEAL requirements. Support quality programme impact assessments, reviews and lesson learned in close coordination with the MEAL team. Under the supervision of the HoP and line the HDP mandate, lead the development of the HDP country sectoral strategy within the broader DRC country strategy process. Work closely with other sector leads to identify and develop areas for integration of HDP within DRCโ€™s broader programmatic portfolio.

Under the HoP leadership, contribute to HDP fundraising and resource mobilization efforts with technical inputs, including communication with donors and engagement with stakeholders in relevant fora etc Based on DRC strategy and policies, coordinate with HMA stakeholders, represent DRC in the Mine Action Area of Responsibility and other relevant coordination fora, supporting the liaison of HDP with like-minded actors and linking with ongoing initiatives. In coordination with DRCโ€™s communications team, ensure documentation and consolidation of success stories and best practices for external and internal communication. Lead on research, needs assessments and analysis of data for fundraising and advocacy as relevant for HDP.

Other

Ensure adherence to DRCโ€™s Age, Gender, and Diversity policy and AGD programmatic minimum standards. Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy. Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply. Assist in developing job descriptions and in the recruitment of HDP staff (national and international). Perform other relevant tasks as requested by and in discussion with the Head of Programme.

Experience and technical competencies:

Master's degree in political science, international development or other relevant field. Postgraduate degree may be accepted in lieu of masters. Practical trainings or courses in HMA, conflict management, mediation and dialogue facilitation. Minimum 3 years of practical experience in humanitarian mine action, peacebuilding or social cohesion programming, including with an international NGO. Expertise and strong understanding of humanitarian mine action is essential, with experience in HMA quality management. Proven experience with fundraising, budget design and monitoring, and managing multiple funding grants. Demonstrable leadership and management skills and ability to work with diverse group of people from multiple nationalities Demonstrated commitment to apply an age, gender and diversity (AGD) and Conflict Sensitive approach to programming. Experience working with national/local partners in capacity building initiatives.

Conditions

Contract: DRC will offer the successful applicant a DRCโ€™s Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRCโ€™s Terms of Employment. The position is in Employment Band G-1 non-management.
