Setting and ReportingThe United Nations Joint Staff Pension Fund (UNJSPF) was established in 1948 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The UNJSPF pays benefits in 18 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 140,000 participants who work in the 25 member organizations of the UNJSPF. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). The United Nations Secretary-General is responsible for the investment of the assets of the United Nations Joint Staff Pension Fund (UNJSPF). The Secretary-General has delegated this responsibility to the Representative of the Secretary-General for the investment of the assets of the UNJSPF (RSG). The RSG heads the Office of Investment Management (OIM), which manages a $100+ billion multi-asset class, global investment portfolio, about 85% of which is actively managed in-house. Asset classes under management comprise global equities, fixed income, foreign exchange, private equity, real estate, infrastructure, timber, and commodities. This position is located in the Human Resources Team of the Business Support Section (BSS), which provides administrative support services to Pension Administration (PA) and the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund. The incumbent reports to the Human Resource Team Lead in the Office of Investment Management. ResponsibilitiesWithin delegated authority, the Human Resources Officer will be responsible for the following duties: General โข Provides advice and support to managers and staff on human resources related matters. โข Prepares special reports and participates and/or leads special human resources projects. โข Keeps abreast of developments in various areas of human resources. Recruitment and placement โข Identifies upcoming vacancies in coordination with client offices. โข Prepares vacancy announcements, reviews applications, and provides a short-list to those offices. โข Arranges and conducts interviews to select candidates. โข Reviews recommendation on the selection of candidate by client offices. โข Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies. โข Prepares job offers for successful candidates. โข Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices. โข Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. Administration of entitlements โข Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. โข Administers and provides advice on salary and related benefits, travel, and social security entitlements. โข Determines and recommends benefits and entitlements for staff on the basis of contractual status. โข Reviews policies and procedures and recommends changes as required. โข Reviews and recommends level of remuneration for consultants. Staff development and career support โข Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories. โข Designs, plans, monitors and provides induction orientation programme and briefing to new staff members. โข Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS). Other duties โข Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. โข Prepares classification analysis of jobs in Professional and General Service and related categories. โข Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Experience designing, developing and implementing a departmental or organization-wide human resource strategy is required.
