Human Resources Office
The UNU Human Resources Office (HR-KL), as part of UNU Centre Administration, serves UNUโs Institutes and Offices in 16 locations around the world in the provision of human resources services. This includes HR policy and strategy, as well as business processes and systems and a core set of transactions in HR, including contract administration and global payroll. HR-KL is led by the Chief of Human Resources, who reports to the Director of Administration in Tokyo.
Responsibilities
Under the overall guidance and supervision of the Chief of Human Resources, the HR Assistant is responsible for processing consultant contracts within the ERP system, ensuring efficient administration and oversight of related transactions. The role involves applying established procedures in accordance with relevant policies and guidelines to maintain compliance and operational efficiency.
1. Supports coordination of procurement services for Consultant (CTC) & Institutional Contractual Agreement (ICA) in Quantum while ensuring compliance with the relevant rules and regulations
Assist in creating and closing Requisition-POs, receipting, and invoice processing for UNU Putrajaya, Centre Tokyo, UNU-CPR and other offices when required.
Ensure accurate processing of financial entitlements based on deliverables outlined in consultant contracts.
Assist with the preparation of the information required to respond to audit findings and recommendations.
Assist in year-end financial closing activities.
2. Support in coordinating the insurance enrolment request for non-PSA and records management
Coordinate the submission of insurance enrolment requests for non-PSA consultants to CIGNA.
Maintain and regularly update a centralized database to track enrolment status and coverage details.
Coordinate with UNU HR Focal Points and insurance providers to resolve enrolment or coverage issues.
Coordinate and monitor the disbursement and payment of quarterly insurance invoices from the insurer to relevant UNU institutes.
3. Supports the implementation of Quantum SCM
Assist in system testing activities, including identifying issues and validating functionalities.
Support the development of user guides, reference materials, and training documentation.
Provide support to end users during testing and go-live phases to ensure smooth adoption of the system.
4. Provides Support for HR Services
Support the coordination of recruitment activities such as interview scheduling, candidate communication, and documentation.
5. Perform other duties as assigned by supervisor.

Qualifications
1) Education and certification
Diploma or degree in Human Resources, Business Administration, Business Studies or related field.
Fresh graduates with relevant academic backgrounds are encouraged to apply.
2) Required skills and experience
At least 2 years of relevant working experience for diploma holders.
Fresh graduates (with internship experience) are encouraged to apply.
3) Language Requirements:
Fluency in English is required
Knowledge of another UN official working language is an asset.
Remuneration
The successful candidate will be employed under PSA contract. UNU offers an attractive compensation package including an annual net salary (of/in the range of) MYR 41,398 - MYR 50,230, commensurate with the experience and qualifications of the candidate. Benefits include 30 days annual leave and a health insurance scheme.
UNU is not liable for any taxes that may be levied on the remuneration you receive under this contract. Payment of any such taxes remains the sole responsibility of PSA holders.
Duration of contract
The duration of the initial contract is 1 year. This is Personnel Service Agreement (PSA) contract with UNU, with the possibility for renewal subject to requirements and satisfactory work performance. The combined duration on a PSA contract with UNU may not exceed six (6) years. The mandatory age of retirement for PSA holders is 65 years.
