Report to : Support Services Manager

Overall purpose of the role:

To facilitate the efficient and effective functioning of all aspects of HR and admin for the DRC operations for the Area Office. She/he will seek and receive policy guidance/ instructions and support from the Rakhine Support Services Manager, and DRC Myanmar Country HR Manager.

Responsibilities:

Recruitment and Selection

Oversee and organize recruitment and selection processes for national staff. Support the recruitment, production of formal agreements, and ensure performance management systems are in place for incentive-workers in DRC field sites. In case of opening of new projects, the HR Team Leader will prepare recruitment plans in close collaboration with the Project Managers. Act as the focal point to receive and review new vacancies and ensures their alignment with the position structure (PETT Policy). Ensure that all recruitment activities are compliant with Myanmar recruitment SOP. Accountable for the quality of the data in the HR Manager talent recruiter system. Ensure staff requisitions are correctly filled and approved by finance and Area Manager before advertising.

Performance and Development

Supervises a proper onboarding process for all new employees. In close collaboration with the HR Country Office, participate in the identification of the learning needs and its compilation in a yearly training plan. As required, the HR Team Leader will support in managing performance counselling, employee grievances and disciplinary issues. Support the performance management process. Act as a Code of Conduct focal point for DRC Rakhine offices, and support the Code of Conduct Intake Committee (Yangon-based) to conduct Code of Conduct investigations with staff and incentive-workers.

Compensation & Benefits

The HR Team Leader will be responsible for the accuracy of the HR related information shared with the Country Office, including working with the finance team to prepare the payroll. The HR Team Leader will support with salary and benefit comparisons with other comparable NGOs working in Rakhine State.

Human Resources/Administration Compliance

Line manage HR & Admin staff in Rakhine Area office. Review periodically the quality of the filing of the personal files according to the checklist template. Responsible to ensure that all HR Management workflows and internal processes are compliant with the HR Manual, the HR SOPโ€™s, and the Myanmar labor law. Maintain an updated tracker of all national staff leave days. Provide induction to new staff on HR processes, policies and procedures.

Develops and administers various administrative plans and procedures. Perform and supervise general office activities (stationaries, mobile card, utilities payment, etc.). Develop and manage a logical filing system for DRCโ€™s contracts, with a database containing the essential information for DRC service providers and consultants towards an effective internal management and administration. In close collaboration with the Supply Chain department, he/she will oversee the maintenance of all premises and equipment in Sittwe. Ensure that insurance for the premises and equipment is updated at all times. Accountable for good functioning of the central mailing system. Supervise preparation and updating of briefing packages, workspaces and accessories handouts for new staff in coordination with human resources, logistics and finance departments. These include but not limited to desks, computers, internet access, mobile & sat phones, business & ID cards, stationery and visibility materials. Oversee the organization of travel and logistics arrangements for all travelers to/within Rakhine. Liaise with the Supply Chain Department regarding local transportation arrangements, and hotel bookings.

DRC Dynamics ERP System

Act as a heavy user and take full responsibility for the quality of HR data in the Dynamic System for Rakhine Responsible for supporting and guiding team and staff in the proper utilisation of HR functions in the system and raise tickets if necessary. Liaise with CO HR on technical and functional issues, troubleshoot regarding Dynamic system and attend webinars and sessions provided by HQ.

As a Team Leader the post-holder is responsible for the following:

Accountable for people management of employees, usually working in the same area of work. Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time. Initiating the hiring and firing of employees and conducting performance appraisals are permitted at this level but are closely overseen by the next level.

Required experience and technical competencies

Bachelorโ€™s degree in business administration of related field. Minimum 3 yearsโ€™ professional experience in the field of HR and Administration Prior experience of managing teams Strong organizing and planning skills Proactiveness in delivering services to the end user. Advance skill in using systems like Dynamic, ERP and Talent Recruiter. Flexibility and good interpersonal skills. Preferred who have experience in Humanitarian organization and able work with all community. Advanced English proficiency. Fluency in Local Languages

Conditions

Contract: DRC will offer the successful applicant a DRCโ€™s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRCโ€™s Terms of Employment. The position is placed in Employment Band G-management.
