    Organizational Setting and Reporting Relationship

    The position is assigned in the Culture and Talent Division (BPCT), within the Budget, People, and Management Systems Department (BPMSD). BPMSD provides operational support to ADB on areas of position management, recruitment and selection, HR business partnering, HR operations administration including HR systems and analytics, reward management, talent management, learning and development, and ADB budget management. BPCT designs and implements strategic HR initiatives such as talent management, performance management, leadership development, diversity and inclusion, employee engagement, and learning and development.

    You will be based at our Headquarters in Manila, Philippines.

    You will report to designated Technical International Staff and/or Senior Officer.

    Your Role

    As Human Resource Officer, you will perform a project support and coordination role to provide a range of technical support to BPCT initiatives and programs. You will provide specialized support to the planning, development and implementation of these initiatives and will also conduct necessary research and benchmarking and contribute to the review of current policies and procedures.

    You will:

  • Provide technical support to the management of BPCT initiatives and programs such as talent reviews, assessments, career architecture, mobility programs, and staff engagement surveys.
Coordinate project activities, resources, and information. Ensure BPCT project tasks are completed on time. Maintain comprehensive project documentation, including plans, reports, and meeting minutes. Provide technical and coordination support in creating and implementing HR policies and procedures that are under the responsibility of BPCT. Regularly review and update BPCT policies to reflect changes in organizational goals, and industry best practices. Act as the point of contact and communicate on BPCT initiatives and programs. Ensure effective communication among project stakeholders. Work with Divisions and units within BPMSD to ensure BPCT projects align with Department goals and objectives. Prepare reports, draft presentation materials, and deliver presentation to various audiences. Collect and analyze data to measure the effectiveness of culture and talent initiatives, providing insights and recommendations for improvement. Ensure all BPCT projects comply with ADB policies. Perform other tasks as assigned and reflected in the incumbent's workplan.

Qualifications

You will need:

Bachelor's degree in Human Resources, Social Sciences and other related discipline preferably with advanced training. At least 8 years of relevant experience preferably in development institutions, international organizations, private or public institutions or consultancies. Familiarity working in a multicultural environment. Proven experience in project coordination or support, preferably in HR. Strong analytical and research skills Creativity, dynamism, and ability to take the initiative are important traits for this role Proficiency in Excel and strong familiarity with databases and information systems Excellent English verbal and written communication skills Please refer to the link for ADB Competency for Technical Local Staff level 5.
