JOB SUMMARY The primary responsibility of this role is to lead the design, development, and global implementation of CAREโs Human Capital Management (HCM) system (Oracle Core HR), including organizational readiness, data governance, and process standardization across 50+ business units. While the Core HR module integrates with CAREโs broader supply chain transformation, this role is first and foremost focused on HRIS transformation for the People & Culture function. The implementation of Oracleโs Core HR module involves the delivery of a staff data repository. This work is due to start in September 2025 and will involve the design, development and implementation of that functionality globally in 2026. This role will also be required to lead CAREโs Global Job Architecture project which is implementing CAREโs global compensation policy that will introduce governance and procedures for staff to carry out consistent job evaluations and salary benchmarking. These changes will improve pay equity, encouraging employee retention, as well implement a standard job grading structure. This project is already in its implementation phase. In this role, the individual will partner and establish relationships by building trust with internal and external stakeholders and develop/execute strategies and coordinate activities with other critical functional areas of CARE (including Supply Chain, Finance, Digital, Programs, External Vendors and Partners). They will also have to ensure that these multi-year organizational transformation investment projects provide the necessary preparation for a HCM global implementation and that any other preparatory work is carried out that will set HCM up for success. The successful candidate must have experience in transforming a P&C function in a commercial or development/ humanitarian sector. The candidate must be a self-starter who has a solid business acumen with proven skills in driving key initiatives with external and internal partners. They should be pragmatic, strategic, and solution focused. This position will directly report to the Chief People Officer (CPO) with dotted lines to the Supply Chain Transformation Director and Director of Project & Change Management. RESPONSIBILITIES Lead HRIS implementation and organizational readiness for Oracle HCM Orchestrate organizational readiness activities in preparation for the global Oracle HCM system rollout, including process standardization, data cleansing initiatives, and change management planning across all 50 business units. Conduct assessments of current HR processes, identify gaps and optimization opportunities, and develop roadmaps that account for regional variations in employment law, cultural considerations, and operational requirements. Lead the Oracle HCM project (from FY27) that will implement the system globally across CAREโs 50+ business units. Lead the Core HR Data Repository Workstream Lead the HR workstream within CAREโs larger supply chain management transformation initiative, focusing on the implementation of a centralized staff data repository utilizing Oracleโs Core HR module (from FY26). Ensure seamless integration with the broader Oracle supply chain management system while establishing data governance protocols, security standards, and user access controls. Partner with the Director of Supply Chain Transformation, Oracle and CAREโs implementation partner to ensure Design and Development phases of the project are completed within agreed timelines and key milestones are achieved. Coordinate with the Director of Project & Change Management and other project stakeholders to ensure successful deployment and user adoption across all of CAREโs 50 business units. Global Job Architecture Project Leadership Lead the implementation of CAREโs Global Job Architecture Project, implementing a new global compensation policy that standardizes job evaluation methodologies across all of CAREโs business units (from FY26). Drive the development of comprehensive salary benchmarking processes to ensure pay equity and competitive positioning, while creating sustainable governance structures for ongoing compensation management. Collaborate with regional HR teams and country office leaders to ensure successful adoption of standardized job evaluation criteria and compensation frameworks that align with organizational values and local market conditions. HR Transformation Roadmap Development Define the problem statement for P&C and develop a transformation business case, roadmap and buy in for the HR Transformation moving forwards Provide oversight and coordination across all HR transformation initiatives that comprise the roadmap, ensuring alignment with organizational objectives and integration between concurrent projects Manage cross-functional stakeholder relationships, including executive leadership, regional HR partners, IT teams, and external vendors to ensure the deliverables of P&C projects meet quality standards and timeline commitments.
