What we are looking for

NRCย Palestine is looking for aย HR Managerย who willย be tasked with overseeing, managing, developing and strengthening HR and Admin functions in order to provide robust, efficient and effectiveย  compliance and support services with specific focus on Strategy development, Staff care and employee relations, operations, Staff development, training and capacity building and ensure HR system is according to NRC standard in NRC Palestine and its areas of operation. ย Additionally, they will ensure that NRC Palestine is well positioned to respond to current and future needs and is able to demonstrate strong engagement and leadership in all areas of focus.ย 

What you will do

The role will have some of the following specific responsibilities:

Contribute to the Country Strategy and oversee annual HR/Admin plans, ensuring alignment with organizational goals and timely execution. Ensure consistent rollout of HR policies, procedures, and initiatives, and lead compliance checks across offices, addressing gaps where needed. Lead biannual salary and benefits reviews to maintain competitive remuneration in line with NRC standards and local market trends. Handle misconduct allegations (including CoC and sexual harassment), ensuring fair investigations and disciplinary actions in compliance with legal frameworks. Advise on workforce needs, nationalization of roles, and manage lay-offs or restructuring in coordination with senior leadership and regional HR. Provide proactive HR advice to senior management using data-driven insights on people-related matters. Supervise HR/Admin staff through clear performance goals, feedback, reviews, and support staff development and career growth. Promote DEI within HR/Admin functions, with focus on gender equity, staff care, and inclusive workplace culture. Strengthen line managers' capacity for quality performance management and embed a culture of continuous learning. Oversee legal and reporting requirements, while ensuring a robust staff care program is in place and regularly updated across all duty stations. Any other tasks as delegated by the line managersย

What you will bring

Minimum 3 years of Experience in a senior HR position within humanitarian/recovery context.ย  Previous experience from working in complex and volatile contexts. Relevant education background (HR, Business administration or a related field) minimum of BA.ย  Excellent understanding of HR and Administrative concepts. Fluency in English, both written and verbal. Solid knowledge of the Palestinian and Israeli labour laws and best HR practices. Experience in large and dynamic country programme.ย  Strong interpersonal skills, a team player coupled with capacity building skills and experience.
