Result of ServiceThe ultimate service of the consultancy is to deliver technical support to INS team. The mission will follow several key steps: conducting a document review and initial preparation, developing and validating the list of indicators, and validating the work plan while formulating final recommendations. This will be followed by data analysis and the production of results. The experts will then draft an analytical brief in the form of a thematic sheet, and prepare a detailed thematic report, including both preliminary and final versions. Certain stages of the mission will be carried out remotely, depending on needs and the work schedule Work LocationTunis, Tunisia Expected duration3 months (part-time) Duties and ResponsibilitiesBackground to UN-Habitat The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. For over forty-five years UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for cities and towns of all sizes. One of Our means of implementation and expected outcomes under the new Strategic Plan 2026-2029 is Knowledge, data, digitalization, and capacity development. This mission forms part of the continuation and further development of the DEGURBA approach which evaluates whether an area is a city, town or rural area based on uniform grids (squares) measuring one square kilometers. The character of each grid is assessed based on its population density, and the total population of continuous grids determines if they collectively constitute cities, towns or rural areas. One of the key challenges in reporting on progress on Sustainable Development Goal 11 which calls for inclusive, safe, resilient and sustainable cities, is the lack of a globally agreed and applicable definition of a city or urban areas. A global voluntary commitment by the European Union and other partners during Habitat III in 2016 provided a way to advance work towards a globally harmonized city/ urban and rural areas definition. Through the commitment, countries are being consulted before an official proposal is made to the United Nations Statistics Division in 2020. Since October 2018, three regional consultations have been organized in Africa by UN-Habitat, the European Commission, the UN Food and Agriculture Organization (FAO) and other partners that form part of this voluntary commitment. Four more consultations will be held in Latin America and the Caribbean and Asia regions between March and August 2019. Duties and Responsibilities The consultancy is located in the Country Office in Tunisia. Under the direct supervision of Head of office of UN-Habitat Tunisia, and the overall guidance of INS Coordinator. The experts will support and enhance the analytical reports, which have already been prepared 80% by the INS team. While the official Tunisian nomenclature and definitions are maintained, the INS remains open to adjustments in alignment with international standards used by UN agencies. Age group classifications have been approved by both parties. Experts are encouraged to propose additional cross-tabulations and analyses, as well as conduct transversal analyses if deemed necessary. The mission requires the expertโ€™s mandatory presence at the INS. Coordination and exchange sessions will be organized with sectoral ministries and national focal points. Additionally, two technical committees have been established within the INS to validate this work. The mission will involve the following typical main duties leading to the ultimate requested outputs: โ€ข Review and analyze the methodological documentation and the 2024 General Population and Housing Census (RGPH 2024) questionnaire in relation to the Housing, Households, and Living Conditions theme. โ€ข Organize participatory meetings with key national stakeholders concerned with the theme, to identify data and indicator needs, and to review the results obtained. โ€ข Prepare a concise note summarizing the needs expressed by stakeholders. โ€ข Develop and finalize a thematic tabulation plan adapted to the theme under analysis. โ€ข Identify, define, and document key indicators that can be produced from RGPH 2024 data, ensuring compliance with international standards. โ€ข Validate, together with the INS team, the list of indicators and the exploitation plan for the theme. โ€ข Support the processing and statistical analysis of data related to the theme. โ€ข Contribute to drafting the thematic brief (flash analysis) and the thematic report (both preliminary and final versions). โ€ข Formulate methodological recommendations for the sustainable use of data related to the theme. โ€ข Prepare a methodological note summarizing the adopted approach, methodological choices, and potential areas for improvement. Qualifications/special skillsMaster degree in demography, Housing, Urban Planning, or related field with Urbanism in Tunisia is required. National expertise is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree. โ€ข Minimum 5 years of relevant work experience in the field of housing in the context of Tunisia are required. โ€ข Experience in sustainable development and working with the United Nations or other international development agencies is desirable. โ€ข Experience in sustainable development and working with the United Nations or other international development agencies is desirable. โ€ข Experience on projects in Tunisia, particularly in the housing / urban context, is desirable. โ€ข Strong communications skills are highly desirable.
