Our Work In Sierra Leone:
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.
Position Overview
The Hospital Facilities Manager is responsible for leading, coordinating, and supervising all facility-related functions to ensure safe, reliable, and efficient operation of hospital infrastructure. This includes overseeing facility maintenance, construction projects, health and safety systems, contract management, budget oversight, and team leadership in alignment with the hospital's operational goals and standards.

Essential Duties and Responsibilities:
Strategic Facilities Management
- Lead the development and implementation of facility management strategies, tools, and procedures across Mechanical, HVAC, Energy, Construction, and Structural Maintenance.
- Collaborate with clinical, nursing, and operational leadership to ensure infrastructure aligns with patient care and hospital service delivery.
- Participate in annual planning and budgeting exercises in coordination with the Operations Technical Team.
Operational Oversight
- Oversee the functioning and continuous improvement of hospital facilities and systems in accordance with organizational protocols.
- Support the implementation and team training for the Facility Maintenance Plan using tools like Upkeep.
- Supervise preventive maintenance schedules and the life cycle planning for systems, structures, and assets.
Health, Safety & Compliance
- Maintain and regularly update hospital occupational health and safety systems, including emergency response and fire safety.
- Act as the primary facilities contact during emergencies, ensuring prompt and effective action.
- Conduct regular safety inspections jointly with the Safety Team to mitigate infrastructure-related risks.
Team Management & Development
- Lead the recruitment, onboarding, training, and performance management of facility staff.
- Collaborate with the biomedical, IT, safety, and clinical teams to support integrated facility operations.
- Identify training needs and build team capacity to enhance departmental performance.
Contract & Procurement Support
- Draft, review, and negotiate service-level contracts and maintenance agreements for all installed systems and equipment.
- Monitor contractor performance and ensure contract terms align with policy, compliance standards, and national requirements.
- Resolve contract-related issues and coordinate closely with procurement functions.
Financial Oversight
- Establish and manage the departmental budget, including procurement planning, requisitions, invoice follow-up, and financial reporting.
- Monitor and control maintenance expenditure, comparing actuals with budget targets.
Planning & Operations
- Lead testing and commissioning of newly constructed hospital systems and facilities.
- Collaborate with engineers, architects, and contractors to ensure operational readiness and adherence to project timelines.
- Maintain accurate databases for fixed assets and schedule equipment lifecycle replacements.
- Periodically inspect hospital properties to identify and address faults or maintenance needs.
- Develop and implement standard operating procedures for maintenance and facility operations.
Reporting & Documentation
- Maintain comprehensive records of maintenance schedules, safety inspections, and repair histories.
- Generate regular reports on facility performance, compliance metrics, warehouse consumables, and energy efficiency.
- Provide insights on energy usage and offer recommendations for efficiency improvements.
Hospital Management Integration
- Collaborate with hospital leadership to align facility operations with strategic objectives, patient safety standards, and service quality goals.
- Support hospital accreditation and quality improvement initiatives by ensuring infrastructure compliance with applicable standards.
- Actively engage in hospital emergency preparedness and contribute to organizational risk management planning.
- Ensure that hospital environments are clean, accessible, safe, and conducive to positive patient and visitor experiences.
- Recommend and implement sustainable practices that promote energy efficiency and environmentally sound operations.

Education and Work Experience Requirements
Key Competencies
- Strong technical knowledge in hospital infrastructure (Mechanical, HVAC, Structural Systems, Civil Works).
- Leadership and team management expertise, with a focus on mentorship and accountability.
- Proficiency in facilities budgeting, procurement coordination, and vendor management.
- Excellent communication, planning, and problem-solving skills.
- Bachelorโs degree in engineering (civil, mechanical, electrical or WASH etc.), masterโs will be an added advantage.
- Minimum of 5 yearsโ of facilities management in a hospital environment.
- Proficient in Microsoft Excel, Word, Outlook.
- Strong technical expertise in facility systems and infrastructure.
- Leadership skills with a focus on team development and performance.
- Ability to manage contracts, budgets, and compliance requirements effectively.
- Collaborative approach to cross-departmental work, especially with clinical and operational leaders.
- Strong analytical and reporting capabilities.
