Job Summary:
The Health Emergency Management Specialist (Field Staff) serves as an advanced subject matter expert for emergency response within a large USG-funded Global Health Security (GHS) project. The role focuses on developing and implementing policies and procedures, coordinating with stakeholders, and ensuring high-quality delivery of emergency response activities in field settings. This individual provides technical leadership for field-level emergency preparedness and response initiatives, supervises field staff, and ensures that project activities align with work plans and best international practices. Key partnerships include ministries of health, regional and district health offices, local organizations, and USG missions.
This position involves frequent travel to field locations and requires the ability to work in challenging environments.
Accountabilities:
Technical Leadership:
- Provide subject matter expertise on emergency health response and disaster management in field settings.
- Design, implement, and monitor field-level emergency preparedness and response strategies, ensuring alignment with national and international guidelines.
- Support local health systems in strengthening emergency management capacities.
- Provide recommendations for integrating emergency health responses into broader Global Health Security programs.
- Act as a technical advisor to stakeholders, including government agencies and local health partners.
Field Operations and Coordination:
- Lead emergency response activities in field locations, ensuring compliance with project objectives and donor requirements.
- Establish and maintain relationships with local government agencies, health officials, and community leaders to ensure coordinated emergency responses.
- Conduct rapid assessments and situation analyses in response to health emergencies, identifying gaps and developing actionable plans.
- Oversee deployment and management of resources, including personnel, supplies, and funding, during field operations.
Staff Capacity Building and Supervision:
- Supervise and mentor field staff, ensuring performance aligns with project goals.
- Develop and implement field-based training programs to enhance the capacity of local health teams in emergency management.
- Identify training gaps and design strategies to address them in collaboration with national and regional stakeholders.
Monitoring, Reporting, and Quality Assurance:
- Develop and manage monitoring frameworks for field-level emergency response activities.
- Prepare detailed reports on emergency responses, including lessons learned and recommendations for improvement.
- Ensure all activities adhere to project quality standards and align with best practices in health emergency management.
- Conduct evaluations of field operations, identifying risks and mitigation measures.
Stakeholder Engagement:
- Represent the project at local and regional forums focused on health emergency preparedness and response.
- Collaborate with USAID missions, NGOs, and other partners to align field activities with broader GHS objectives.
- Facilitate multi-sectoral coordination for One Health approaches in addressing zoonotic and other emerging health threats.
Applied Knowledge & Skills:
- Expertise in managing health emergencies in resource-constrained settings.
- Strong understanding of the global health emergency landscape, including political, social, and cultural factors affecting field operations.
- Proven ability to manage complex field projects and set priorities under challenging conditions.
- Excellent diagnostic, analytical, and problem-solving skills, with the ability to adapt to rapidly changing scenarios.
- Strong interpersonal and negotiation skills to engage with diverse stakeholders, including local governments, donors, and community groups.
Problem Solving & Impact:
- Anticipate and address challenges in emergency response efforts, including logistics, security, and resource allocation.
- Deliver actionable solutions in high-pressure environments, ensuring timely and effective responses to health crises.
- Decisions directly impact the success of emergency response initiatives and the organizationโs reputation with stakeholders.
Education and Certification:
- Masterโs Degree or its International Equivalent in Public Health, Emergency Management, Disaster Risk Reduction, or a related field.
- Project Management (PM) Certification preferred.
- Certification in Emergency Management or Disaster Response is a plus.
Experience:
- At least 6 years of progressive experience in emergency health management, with significant time spent in field-based roles.
- Demonstrated experience leading emergency health responses in developing countries, including outbreak response and disaster recovery.
- Proven ability to work in partnership with government agencies and international organizations.
- Experience in capacity building and training of health workers in emergency management.
- Documented contributions to guidelines, toolkits, or publications related to emergency health responses.
Additional Requirements:
- Ability and willingness to travel frequently to remote and challenging environments, often on short notice.
- Strong written and oral communication skills, including the ability to produce high-quality reports and presentations.
- Fluency in English required; proficiency in additional languages relevant to the XXXXX region is desirable.
