As part of our commitments NORCAP is seeking a dynamic and experienced professional to lead our Finance Unit. This Oslo-based role is permanent and reports to the Director Partnership, Quality and Programme Support Section. The successful candidate will oversee the finance team and ensure a full range of financial services are provided to the department.

Responsible for overall financial control and oversight of the NORCAP budget to ensure alignment with the NRC financial requirements and compliance.ย  Responsible for relevant financial analysis (including income vs spending, etc) to the NORCAP Management and NRC for decision-making. Responsible for regular follow up with section directors to ensure financial compliance. Responsible for ensuring that budgeting, accounting, year-end procedures, and other financial processes are in adherence to NRC policies, donors and auditorโ€™s requirements. Responsible for financial and audit reporting according to partner requirements. Monitor financial management and anti-corruption work within the area of responsibility to ensure compliance and that NRCโ€™s manuals and regulations are followed to secure financial control and overview.ย  Responsible for capacity building through financial training, support and advise to NORCAP staffย  Responsible for financial guidance and support in the development of new projects and revisions of ongoing projects where applicable.ย  Accountable for the development of internal and external financial routines and procedures.ย  Participating in negotiations with partners/donors on financial matters.ย  Contribute with controller work and support to the sections and units when needed. Minimum 8 years of experience as Finance Advisor/Expert/Controller or similar positions within the humanitarian field. Documented results related to the positionโ€™s responsibilities including leadership skills and experiencesย  Relevant academic background, including qualifications in a relevant field (e.g. accounting, MBA or similar). Experience with developing financial analysis and use this to facilitate decision making. Knowledge of concepts, practices and procedures in relation to accounting, financial controls, related legal and regulatory contexts, financial management and financial accounting systems.ย  Strong budgeting and financial reporting skills.ย  Ability to provide financial management advice and guidance to colleagues, including undertaking internal checks and financial audits of projects.ย  Excellent verbal and written communication skills in English.
