Main Responsibilities

Manage the planning process through a collaborative process to identify project and departmental needs to ensure efficient, cost-effective, and timely programmatic implementation. Establish sourcing and purchasing strategies, monitor and supervise that the processes and procedures for purchasing goods, services, and works are carried out according to the supply chain operations manual, identifying and implementing efficiency improvements in the Country Office and Program Units. Manage and monitor the proper operation of the fleet, transportation, and customs for Plan International Inc. nationwide, ensuring the implementation of global strategies and compliance with corporate standards and indicators according to manuals, as well as local regulations. Manage inventory, warehouse, asset, and facility management aligned with the supply chain operations manual, ensuring the optimization and proper use of the organization's resources. Assist in strengthening partners in the execution and implementation of the Supply Chain and based on a needโ€™s analysis. Monitor the successful implementation of key performance indicators, documentation, and evidence that support the effective operation of the Supply Chain, both in development and emergencies. Supervise, motivate, and develop the country's Supply Chain talent to create a high-performance, committed team and contribute to a positive work environment.

Main activities of each responsibility

Manage the planning process through a collaborative process to identify project and departmental needs to ensure efficient, cost-effective, and timely programmatic implementation. Support the country strategy, annual planning, and project design process by providing procurement information and history. Analyze and consolidate procurement plans for departments and projects using the master purchasing plan. Ensure that sourcing plans (LTA, pre-qualified suppliers, new market/supplier assessments, etc.) are implemented. Prepare, monitor, and lead the annual operating budget for the supply chain area. Establish objectives: planning and stakeholder engagement for procurement. Coordinate with cross-functional teams. Develop and implement a capacity development plan for the team and areas involved in the supply chain. Support and verify the appropriate selection of suppliers/partners.

Success indicators:

1 Consolidated Purchasing Plan (Master Procurement Plan) that shows the needs of all projects in the country. Purchasing strategies defined and implemented based on the Master Procurement Plan, which show appropriate supply methods. 10% increase in LTAs (Long Term Agreements) showing time and cost savings. 1 Operating budget prepared to ensure the operability of the country's operations.

Establish sourcing and purchasing strategies, monitor and supervise that the processes and procedures for purchasing goods, services, and works are carried out according to the supply chain operations manual, identifying and implementing efficiency improvements in the Country Office and Program Units.

Monitor the performance and efficiency of purchasing processes based on planning and response times, in accordance with the threshold. Track and monitor contract performance to anticipate potential renegotiation situations or needs and generate reports. Review of progress in purchasing and decision-making processes based on data provided by reports. Supervise and provide guidance regarding the management of tenders and purchases of greater value or difficulty. Define and implement supply and purchasing strategies. Manage and ensure compliance with procurement and LTA processes with savings. Ensure that good procurement practices and procedures are understood and applied within the CO and PU. Ensure that purchasing processes include segregation of duties and fraud prevention. Manage and supervise the supplier prequalification and evaluation process.

Ensure optimal fleet size in coordination with Program Management. Oversee the appropriate selection of vehicle types, in accordance with the country's operational needs. Ensure a timely and smooth fleet asset acquisition and disposal plan is in place. Manage the country's fleet to reassign, dispose of, or purchase vehicles. Oversee, monitor, and analyze the consistency of fleet data and reports and present them at the country level. Ensure fleet safety measures are up-to-date and relevant, that risks are mitigated and reduced, and that regulations are followed. Ensure that all vehicles in the country have current insurance policies and participate in the analysis and suitability of the insurance policy. Ensure that fleet KPIs are met; if not, develop an action plan to improve fleet efficiency. Escalate any significant fleet risks to the CMT.

Manage inventory, warehouse, asset, and facility management aligned with the supply chain operations manual, ensuring the optimization and proper use of the organization's resources. Manage and monitor procedures and policies related to assets, warehouses, facilities, transportation, and customs have been implemented in accordance with institutional and donor procedures. Oversee the implementation of equipment and facility maintenance planning. Verify that asset movements are up-to-date and can be tracked. Prepare and submit the asset disposition plan and follow-up to ensure it is executed as authorized. Verify the proper traceability of assets, from their reception, ownership, cost control and disposal. Prepare and lead the asset inventory count process at least once a year. Ensure that periodic inventory checks and counts are carried out in warehouses and storage facilities. Supervise and develop sample control and verification of warehouses/stores. Ensure that procedures are in place for controlling and managing stock in warehouses. Ensure a storage strategy aligned with the Supply Chain Operations Manual and that minimum standards are met. Advise Supply Chain staff on global standards if on-site warehouses are required, especially during emergency response. Supervise and advise on office and utility leasing, as well as other facility-related services. Accompany the market evaluation and search for new properties.
