THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECDโ€™s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all our functions.

THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)

Within the OECD's Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible for the conference services, language services (interpretation and translation), safety and fire security of OECD staff, delegates and visitors and the management and operation of OECD buildings facilities in Paris and at OECD Centres abroad.

THE POSITION

EXD is looking for an inspiring and forward-thinking senior leader to take on the role of Head of EXD/CSI, reporting directly to the Executive Director. This person will lead the Service in its work with staff, delegates and partners. The Head of EXD/CSI will be a seasoned leader and strategic thinker, with strong communication skills and political acumen. As a key member of EXDโ€™s senior management team, they will support the implementation of the Organisationโ€™s Programme of Work and Budget and advance the Strategic Orientations of the Secretary-General, driving excellence in service delivery across language services, conference management, physical security and physical asset management. They will lead a team of approximately 175 diverse professionals and manage a multi-million Euro budget, working at the intersection of strategy, operations, and innovation and ensuring the organisation is responsive, resilient, and resourceful in a fast-paced, complex environment. The successful candidate should be ready to make a lasting impact through strategic service delivery, operational excellence, and inspired leadership.

Main Responsibilities

Strategic Vision and Leadership

Provide strategic direction and leadership to ensure the effective, efficient, premium quality delivery of CSIโ€™s service offering. Design a proactive, strategic approach to facilities management including a well-defined physical asset management plan, opportunities to deliver long-term cost efficiencies and a forward-looking investment plan, underpinned by an actionable commitment to environmental sustainability. Support the Executive Director on delivery of the Organisationโ€™s crisis preparedness and continuity planning across facilities, security, and event services. Embed sustainability and cost-efficiency into physical asset management and facilities operations. Be an active, collaborative member of the EXD leadership team, working with EXD colleagues to create an exciting, attractive and productive work environment.

Operational Excellence

Deliver exceptional, client-focused services through clear key performance indicators (KPIs), service level agreements, and robust performance tracking. Foster a culture of continuous improvement, innovation, and responsiveness to evolving organisational needs, upholding EXD/CSIโ€™s role as a responsible steward of resources on behalf of the Secretary. Balance competing priorities across diverse service areas, ensuring seamless and integrated delivery. Manage stakeholder and client expectations effectively by providing clear communication around timelines, constraints, and delivery capabilities, while remaining solution-oriented and focused on long-term impact.

Management and Co-ordination

Inspire and manage a diverse, high-performing team with integrity and empathy, exemplifying the values of the Organisation as outlined in the OECD's Code of Conduct. Strategically allocate resources with a focus on results and oversee cost recovery initiatives, ensuring financial sustainability. Drive transformation and change management efforts that promote agility and excellence across teams. Co-ordinate service delivery for all EXD/CSI services with all other relevant partners in EXD with a view to offering integrated โ€One-EXDโ€ services.

Liaison and Representation

Develop and maintain an effective relationships with Member States and national authorities. Act as a key liaison to ensure open channels of communication and translate the priorities and expectations of Member States into action. Represent the Service, the Directorate and the Organisation in internal and external forums in EXD/CSIโ€™s areas of responsibility, aligning services with the Organisationโ€™s strategic objectives.

Academic and Professional Background

Advanced university degree in Project Management, Business Administration, Engineering or other relevant discipline. A Master of Business Administration (MBA) degree would be preferred. Proven senior leadership experience with a minimum of 10 years in corporate services, operations and facilities management. Proven financial acumen and operational oversight. Skilled in budget management, risk mitigation, and value-for-money service delivery. Known for empowering diverse teams, driving collaboration, and creating inclusive workplaces. Strategic clarity and execution. Proven ability to bridge vision and implementation, making strategy tangible and results-driven. Exceptional communication and diplomacy skills to engage with high-level stakeholders and navigate complex political landscapes.

Communication and Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of other languages would be an asset.

Depending on level of experience, monthly salary starts at EUR 14 027.14, plus allowances based on eligibility, exempt of French income tax.
