ORGANISATIONAL CONTEXT
The United Nations World Food Programme (WFP) Zimbabwe works in partnership with the Government of Zimbabwe, humanitarian and development actors, the private sector, and local communities to address immediate food needs while supporting long-term solutions to hunger and malnutrition.
WFPโs portfolio in Zimbabwe is guided by its Country Strategic Plan (CSP 2022โ2026), which aligns with national development priorities and the United Nations Sustainable Development Cooperation Framework. The CSP focuses on four key areas:
Crisis Response: Providing emergency food assistance during critical periods such as the lean season, with a focus on protecting lives and livelihoods, particularly in response to climate shocks like droughts and floods.
Resilience Building: Supporting communities to strengthen food systems, improve agricultural productivity, diversify livelihoods, and build resilience to climate change through integrated rural and urban programmes.
Nutrition Improvement: Addressing malnutrition, particularly among children, pregnant and breastfeeding women, and people living with HIV, while promoting healthy diets and social behaviour change.
Capacity Strengthening: Enhancing the capacity of government institutions to manage food security and nutrition programmes, social protection systems, and emergency preparedness and response.
WFP Zimbabwe is a key partner in supporting the Governmentโs Food Deficit Mitigation Strategy (FDMS), advancing localization through partnerships with local organizations, and driving innovation in digital solutions, youth empowerment, and private sector engagement. WFP continues to deliver life-saving assistance and invest in long-term, sustainable food security solutions for vulnerable Zimbabwean communities.
This position is based in Harare and reports to the Country Director.
THE ROLE
To lead or support the generation and dissemination of high-quality evidence on food security and vulnerability, ensuring robust assessment and monitoring activities that inform WFP and partnersโ decision-making and support effective programme design and delivery.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Lead or coordinate food security and vulnerability assessments (e.g. EFSA, CFSVA, market assessments) to inform programme design, targeting, and implementation.
Design and manage monitoring systems (e.g. process, output, and outcome monitoring), ensuring consistent and high-quality data collection, analysis, and reporting.
Develop and validate assessment and monitoring tools, methodologies, and guidance materials tailored to context.
Oversee or support the collection, analysis, and interpretation of primary and secondary data on food security, nutrition, markets, and related indicators.
Ensure the production and timely dissemination of analytical products (e.g. assessment reports, bulletins, dashboards) that meet corporate quality standards.
Coordinate with internal programme teams to ensure monitoring and assessment evidence is used for decision-making, adaptive management, and learning.
Support evidence-based programme design, including needs-based targeting, prioritisation, and beneficiary selection.
Provide technical support and capacity strengthening to WFP staff, partners, and government counterparts on assessment and monitoring methodologies.
Collaborate with government agencies, UN agencies, NGOs, and other partners to promote harmonised approaches and joint assessments where appropriate.
Manage and supervise RAM staff and field teams as required, ensuring effective performance management and professional development.
Ensure that assessment and monitoring activities adhere to WFPโs corporate policies, data protection, and ethical standards.
Contribute to resource mobilisation efforts by providing evidence and analytical inputs to proposals and donor reporting.
Represent WFP in inter-agency forums, technical working groups, and relevant coordination mechanisms.
Perform other related duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.Experience: At least five (5) years of progressively responsible professional experience in food security analysis, vulnerability assessment, monitoring and evaluation, or related fields.
Language: Fluency (level C) in English language and the duty stationโs language, if different.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLEHas worked in a Country Office or equivalent level position within technical area.
Has managed discussions with experts in VAM/Nutritionists.
Has led a country / are office programme team or a substantial component of a complex programme.
Has gained direct experience of different programme approaches.

Has led team in strategic discussions.
