Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the Industry and Economy Division of UNEP is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies, practices, and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Sustainable Mobility Unit (SMU) is part of the Industry and Economy Division and promotes sustainable and low & no emissions transport in low and middle-income projects around the world through projects and programmes such as the Used Vehicles Project, the Global Fuel Economy Initiative, the Electric Mobility Programme, the Non-motorized Transportation Programme and the Partnership for Clean Fuels and Vehicles project. UNEP is implementing the Global Electric Mobility Programme supporting close to 60 low and middle-income countries to shift to electric mobility for improved air quality and climate change mitigation. The SMU wishes to engage a Transport Consultant for a period of twelve months to provide support to the Global Electric Mobility Programme. The Electric Mobility Programme supports low and middle-income countries (LMICs), with the introduction of electric mobility, with a focus on programs promoting electric motorcycles, electric light duty vehicles, electric freight vehicles, and electric buses. The consultant will support the development of Green Freight corridors in Latin America and East Africa. The Green Freight corridor support will be an essential contribution to the freight portfolio of UNEPโs Global Electric Mobility Programme and will build on UNEPโs ongoing work to support Corridor Management Institutions with incorporating environmental considerations into freight development. This work will comprise the organization of meetings, collection of data, writing of technical reports and development of technical tools as well as the implementation of virtual and physical training and capacity building events. SPECIFIC RESPONSIBILITIES Under the supervision of the Programme Management Officer for Green Freight, the consultant will conduct the following specific tasks: 1. Develop a scale-up concept for a green freight project for the Northern Corridor in East Africa; 2. Develop a report detailing three South-South knowledge exchanges (online) between the Bi-Oceanic Corridor, the Northern Corridor, the Central Corridor, the Abidjan-Lagos Corridor, the Southern Africa Corridor, or the ASEAN region; 3. Develop a report on the use of Supply-Side Regulations (SSR) for the introduction of electric trucks, based on three workshops that UNEP will host; 4. Provide expert technical assistance to the development of the Green Freight Strategy and Action Plan for the Abidjan-Lagos Corridor; 5. Develop a report on the potential for electric truck drayage in at least one African port; 6. Develop a validation report on emissions data from two countries in the Northern Corridor Emission Accounting framework; 7. Support the Global Freight activities of UNEP as required. Qualifications/special skillsAn advanced university degree (Master's degree or equivalent) in environmental sciences, engineering, economics, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five yearsโ work experience in transport projects in low- and middle-income countries is required; Knowledge on green freight issues in East Africa, including freight emissions models is required; Experience in data analysis and modelling skills is required; Experience in data collection and research is required; Experience in report development is required; Familiarity with emission accounting frameworks is highly desirable; Proven analytical, presentation and communication skills is desirable; LanguagesEnglish and French are the working languages of the United Nations Secretariat.
