Position: Grants/Contracts Officer
The Grants/Contracts Officer is responsible for supporting the grants management process, including conducting pre-award assessments, assisting in the development and modification of sub-award packages, and reviewing implementing partnersโ financial reports. The role also provides orientation and capacity-building support to partners, ensures compliance with sub-award terms and conditions, and assists partners in addressing accounting and administrative issues to promote effective program implementation.
KEY RESPONSIBILITIES
- Perform pre-award reviews by visiting organization for assessing the organizationโs financial and management capacity.
- Review FHI 360โs policies and procedures; and fundersโ and local rules, regulations and requirements and ensure adherence with these policies, rules, regulations and requirements.
- Assist to develop sub-agreement budget following FHI 360 standard formats and requirements, review cost in the basis of allocability, reasonability and allowability.
- Prepare slides for financial management and reporting system and provide orientation/training to implementing partners (IPs) as and when required.
- Prepare/maintain checklist and complete file of implementing agencies for Grants/Contracts Unit that includes agreement including modifications, pre-award, financial and administrative review checklist, policies, and procedures of the organization etc.
- Ensure IPs submit the Sub-awardee Monthly Financial Report (SFR) in timely manner, reviews, and comments on monthly SFRs submitted by implementing agency for country office approval and reimbursement of funds.
- Maintains financial information on fund received and monthly expenditure by the implementing agencies and ensures IPs have good fund management system, have sufficient balance in hand and review IPs cash flow projection and their expenditures trends.
- Compile, review and prepare annual inventory report for IPs and maintain details of VAT bills, and forward to Admin unit on monthly basis.
- Conduct financial monitoring visit to examine compliance at IPs level using FHI 360 standard tool, share observation and obtain management response, work with IPs to liquidate the observations, update issue action matrix and subrecipient monitoring tracking sheet.
- Review IPs administrative/operation policy and make sure the policy is applied consistently and complied with the FHI 360, funders and statutory and regulatory requirements.
- Assists in carrying out internal and external auditing functions, draft report for management as required for internal and external sharing.
- Oversees/prepare implementing agencies inventory control system and maintain details of VAT bills submitted by implementing agencies.
- Update Sub Award Tracking (SAT), Digital Process Automation (DPA) and other files as necessary in the document repository.
- Extend support to Country Office Accounts unit in reviewing documents as required for payment processing.
- Perform other related duties as assigned by supervisor or Associate Director Finance and Grants/Contracts or Country Representative.
REQUIREMENTS
- Bachelorโs degree in accounting or business management with three years of work experience in a relevant field. Masterโs degree with experience relevant field preferable.
- Knowledge and experience with finance and grant management system.
- Experience with Unites State Government (USG) contract and grants management.
- Experience in working effectively across various teams within the project and organization, and building and sustaining positive working relationships with NGOs, private sectors, government, and other stakeholders.
- Knowledge of donor compliance requirements, including USG rules and regulations, and ability to ensure sub-award adherence to these requirements.
- Experience in conducting pre-award assessments, financial monitoring, and capacity-building activities for implementing partners.
- Strong analytical skills with attention to detail, including the ability to review and interpret financial reports and budgets to support effective grants management.
- Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
- Experience using Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) an advantage.
- Excellent oral and written English and Nepali including documentation skills
