Grants Management Specialist โ€“ Sudan Portfolio (Port Sudan, Sudan)

The Danish Refugee Council (DRC), one of the worldโ€™s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

Geographic scope:

This role has a country focus and ensures compliance to DRC procedures and guidelines within DRC Sudanโ€™s country portfolio. The role plays a critical role in DRCโ€™s capacity to ensure strong compliance to donor guidelines, supports project cycle management processes, and supporting monthly and ad hoc grant meetings. Based in Port Sudan, the grants management specialist is responsible for taking a leading role in the successful compilation of reports, concept notes, and tracks all grants management requirements. The Grants Management Specialist should be prepared to work alongside functions such as the Head of Programme, Audit and Compliance Specialist, Head of Support, and Grants Management Officer (HQ) in understanding and adhering to donor guidelines, and in enduring that all partners are aware of and supported to comply with donor guidelines and contractual obligations. Overall purpose of the role: Ensure that DRC is compliant with country and regional grant management guidelines, as well as DRCโ€™s operational requirements (including, but not limited to, finance, logistics, procurement, and human resources).

DUTIES & RESPONSIBILITIES

Grants management and compliance

โ€ข Assess and build the country officeโ€™s capacities to comply with DRC's grant management guidelines

โ€ข Ensure country office compliance with grants management system (Dynamics)

โ€ข Assist country office and regional office in preparing, facilitating, and following up on grant meetings as well as in drafting, finalising, and sharing minimum set of documents required for grant meetings

โ€ข Provide support on grants management of multi-country and regional grants Donor compliance

โ€ข Provide training on compliance with donorsโ€™ regulations and requirements.

โ€ข Provide support to country offices to ensure operational compliance of grants with guidelines and donor regulations in the areas of finance, logistics, procurement, and human resources.

โ€ข Review project reports to donors

โ€ข Prepare and present donor compliance guidelines at kick-off meetings and provide ongoing support to program teams in adhering to donor guidelines

โ€ข Prepare and present on donor rules and regulations during grants meetings. Programme development.

โ€ข Assist in developing and/ or reviewing concept notes, proposals, and amendments for multi-country or regional interventions. Other

โ€ข Liaise with finance colleagues on budget follow up and expenditure levels of running grants

โ€ข Conduct or facilitate country and regional level donor mapping

โ€ข Conduct or facilitate training for country or regional office, including but not limited to on log frames, proposal development, and/ or reporting

โ€ข At least 3 years of grants management experience with an international NGO.

โ€ข Knowledge of donor rules, regulations, and procedures of donors including but not limited to US and European donors, EU funding mechanisms, and UN agencies.

โ€ข Proven experience in successfully applying for institutional donor funding.

โ€ข Proven experience in capacity building and training of national staff and partners.

โ€ข Ability to follow multiple workflows with attention to detail.

โ€ข Excellent written and oral communication skills with external and internal stakeholders.

โ€ข Full professional proficiency in English.

โ€ข Legal right to work in Sudan (the position will be under a national Sudanese contract)

EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

Bachelorโ€™s degree (Masters preferred) in international relations, project management, business administration, or similar studies relevant to the post.

Languages: (indicate fluency level)
