DRC has been active in Yemen since 2008. Throughout its eight field offices and a workforce of 273 staff, DRC Yemen upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level. Sectors of implementation cover Protection, Camp Coordination and Camp Management, Economic Recovery, Humanitarian Disarmament, and WASI (Wash, Shelter and Infrastructure).
About the job
The Grants Management Manager (GMM) is a key position in the Programme Department overseeing programme development and the ongoing management of the country grant portfolio. The GMM ensures proposals and implementation are high-quality, evidence based and conducted in accordance with donor and DRC regulations. This includes overseeing timely reporting and overall accountability to donors. The GMM is also responsible for leadership and management of the Grants Unit. The position reports to the Head of Programme and collaborates closely with Support Services Managers, Technical Coordinators, the Senior Management Team and Area Offices on all grants-related matters, donor compliance, and proposal development.
Duties and Responsibilities:
Programme Development and Fundraising (35%)
Develop a Programme Fundraising Strategy and updated donor mapping for Yemen programme with a particular focus on diversification of funding and donor retention, keeping abreast of funding trends and donor strategies. Lead the proposal development process - including budget development - engaging with Technical Coordinators, Area Offices and other relevant departments including Partnership to ensure the development and timely submission of quality proposals. Support the HoP in maintaining active and regular communication with donors, ensuring timely response to communications and coordinating with relevant country team members on high-quality feedback. Coordinate Go/No Go meetings for new funding opportunities. Maintain regular analysis of the Grants Portfolio, including sector, locations and yearly allocations to identify priority areas for fundraising and communicating these to the SMT. Maintain regular coordination with the Global Foundations and Institutional Donors Unit in HQ as well as the Business Development Advisor at Hub level for identifying funding opportunities, support with fundraising strategy and donor engagement, proposal development and compliance, etc.Grants Compliance & Quality Assurance (20%)
Act as the Grants Management Donor Compliance Focal Point in the CO, ensure understanding of contractual obligations and regulations. Develop and maintain up-to-date and in-depth knowledge of donor requirements and ensure that all contractual obligations and reporting deadlines are known and met by Programme, MEAL, Partnership and Support teams. Work closely with Finance department to ensure that the financial reports submitted to donorโs match with the narrative reports. Ensure strong systems are in place for proposal development and donor reporting processes by developing guidance and SOPs to ensure clarity, efficiency and quality in all submissions.Grants Management and Reporting (30%)
Manage and supervise internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements. Provide thorough contract reviews and support negotiations with donors ahead of contract signing. Lead on contract amendments, including cost/no-cost extensions and project modifications, in coordination with relevant internal stakeholders. Coordinate and facilitate meetings for grant kickoff/opening, review and closing, including monitoring progress against timelines and action points. Support troubleshooting for any identified challenges during project delivery. Monitor the Grants Module on Dynamics and other internal documentation systems (including SharePoint) to ensure they are updated. Work closely with Finance to support the submission of high-quality finance reports that align with narrative submissions. Provide ad hoc support and guidance to Programme staff on grants management-related issues. Conduct visits to field locations as possible/needed.External Communication and representation (5%)
Act as a focal point to facilitate donor visits and meetings. Participate in external coordination and fundraising-related engagements, fostering positive relationships with donors and other key stakeholders. Validate necessary documentation, such as reports, presentations and organizational documentation, to share with donors and stakeholders. Support the Communications Officer in reviewing and validating external communication products from a Grants perspective.People Management and Capacity Building (10%)
Supervise staff in the Grants Unit ensuring appropriate and timely performance management. Develop capacity strengthening plan for Grants team taking into consideration for business continuity, staff turnover and localization. Build the capacity of DRC and, as needed, partner staff on proposal and report writing. Establish systems that promote good working culture, teamwork, efficiency, motivation, and staff duty of care for Grants Unit. Any ad-hoc task as assigned by the Head of Programme.
