Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management. The STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence in the operability of a countryโs disease surveillance and detection structures and services.
In Haiti, EpiC will work to deliver critical lifesaving activities to contain the spread of new HIV infections and sustain lifesaving support to PLHIV, including prevention services/PrEP for pregnant and breastfeeding women, the prevention of mother to child transmission of HIV, HIV case identification, HIV care and treatment, TB/HIV, the management of advanced HIV disease, and health information management. All activities will be closely coordinated with the National AIDS Control Program (PNLS), the National Public Health Laboratory (LNSP) and the department level health directorates. STRIDES will focus on foundational, feasible, and contextually appropriate actions that can strengthen Haitiโs ability to detect and respond to zoonotic and EIDs. The activities will build on existing national and departmental systems including Ministry of Public Health and Population (MSPP), Ministry of Agriculture, Natural Resources and Rural Development (MARNDR), Ministry of Public Works, Transportation, and Communication (MTPTC).
The position will be based in Petion-Ville, Haiti and work out of the FHI 360 Country office. Preference is for Haitian nationals based currently based in Haiti.
Job Summary
The Grants Manager will be responsible for the overall grants and subcontracts management and administration of the EpiC and STRIDES project in Haiti. This position will ensure compliance with FHI 360 and DoS financial and accounting procedures, rules and regulations; will manage financial reporting, monitor program expenditures; and maintain financial filing systems. The Grants Manager will be responsible for sub-award management, monitoring and compliance and will provide capacity development and technical support to sub-recipients to strengthen their grant management systems and ensure strong management of sub-agreements. The position will provide guidance, monitoring and support to grant team, and will also oversee administrative procedures for the sub-recipients and ensure program actions are in compliance with USG and FHI 360 regulations including procurement, travel, human resources and other administrative policies.
Position Responsibilities
Manage EpiC and STRIDES Haiti sub-recipients and subcontractors across regions, including conducting pre-award assessments, reviewing/preparing grant files including Program Description, budget, budget Narrative, and monthly financial reports, coordinating reimbursements, posting approved expenditures, develop and managing sub-recipient monitoring plans;
Supervise a team supporting subaward and subcontract management; Coordinate the way forward and adapt support to sub-recipients and subcontractors; Provide guidance and compliance support and strategy.
Coordinate grant and subcontract process with local grant team and Program Management team and CMS;
Provide support and guidance on application of NICRA, Direct and Indirect cost, allowable cost and management of specific conditions of sub-agreements.
Coordinate PEPFAR expenditure reports on an annual basis including ER, HRH and Data Call;
Provide ongoing capacity strengthening and mentorship to sub-recipients to strengthen financial and management systems for increased accountability and ownership in managing USG funds; conduct site visits (when necessary and possible) to build financial management capacity and ensure compliance;
Conducts trainings for non-finance project staff as well as subrecipient staff on financial and grants management;
Management of timely sub-awardee advance and liquidation process;
Coordination with the Grants Officers to ensure sub-awardee questioned costs are addressed timeously
Ensure SFR, OCIA, internal control and other systemic findings under sub-recipients are addressed and fixed in a timely fashion;
Maintain accurate and up-to-date sub-grant and contract tracking tools and ensure that internal systems (e.g., SAT) are regularly updated to reflect real-time data and documentation.
Conduct on-site visits (virtual or physical when possible) and file reviews to validate budget compliance, cost eligibility, and implementation progress.
Prepare monthly reports summarizing sub-grant and contract compliance, financial performance, identified risks, and the status of corrective actions.
Work with the program on seamless start up and /or close out processes of sub-awards
Perform any other duties and responsibilities assigned
Minimum Qualifications
Bachelorโs Degree in Business Administration, Finance or related field e with at least 8-9 years of experience; Or Masterโs Degree with at least 5-7 years of related experience that must reflect the knowledge, skills and abilities listed above.
Experience with U.S. government rules and regulations and experience working in an international NGO environment desirable
Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices, spreadsheets and Management Information Systems.
Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
Familiarity with Haitian public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Haiti is highly desirable.
Cultural sensitivity and sound understanding of the needs of key and vulnerable populations.
Previous experience working with USG or PEPFAR supported program is highly preferred.
Ability to respond to inquiries independently and follow-up on requests in an efficient manner.
Ability to handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data as well as experience with computer spreadsheets.
Ability to interpret financial information and reports.
Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural and multigender environment.
Fluency in French, Haitian Creole and English
