Qualifications
Objectives of the position:
The Programme for Immunization Preventable Diseases (IPD) under the World Health Organization (WHO) supports the Government of Nepal achieve national goals of disease control elimination and eradication, by improving vaccine preventable disease surveillance, strengthening routine immunization programs, facilitating the introduction of new vaccines, and evaluating the impact of vaccinations on public health.
WHO has been providing technical assistance to Family Welfare Division in microplanning of routine immunization and vaccination campaigns including outbreak response to reach every child in the community with quality vaccines. Microplanning is a cornerstone of effective immunization programmes, enabling precise, data-driven strategies to ensure equitable access to vaccination services for translating national goals into local context. Geo-enablement of micro plan, by providing precise geographic insights, through spatial analysis, supports identification of underserved areas, mapping of resources, and tracking of population distributions, to optimize the placement of vaccination sites, optimized route planning, contribute to equitable access to immunization services and reaching the last mile in immunization in Nepal.
The Family Welfare Division with technical support from WHO is planning to launch nationwide geo-enabled microplanning for the immunization program with the aim of reaching the missed children (zero dose and under vaccinated) in routine immunization and vaccination campaigns. The geo-enabled microplanning is a five-year plan beginning with two years piloting in selected districts followed by nationwide scale up in the next three years. WHO GIS Center for Health, WHO Head Quarter and WHO country Office Nepal is supporting the Government of Nepal in digitalization of immunization micro plans.
The primary purpose of this position is to provide technical support to Family Welfare Division, Department of Health Services in geo-enabled microplanning initiative in selected pilot districts.
The incumbent provides support to WHO-IPD, providing support to digital microplanning initiative, closely working with international GIS consultants, reports to Team Lead/Immunization Cluster Lead, conducts piloting in seven districts, one district each from seven province, and subsequently scaling up to complete microplans for the entire country within the designated timeframe.
Description of duties:
Under the overall guidance of Team Lead WHO IPD and direct supervision of the National Professional Officer (NPO)-Immunization Cluster Lead, and in close coordination with Immunization/Data Clusters and international GIS consultants, the GIS Associate will perform the following activities to support digital microplanning and related activities.
· Coordination with Family Welfare Division and related divisions of Department of Health Services and stakeholders at federal level as well as provincial and district health authorities for scoping of micro plan
· Support in conducting landscape analysis of resources in country context, evaluate IT infrastructure in-country for hosting the products of microplanning work
· Support developing detailed workplan and field-plan for microplanning activities.
· Facilitate communication with three levels of government for organizing workshops, trainings, and field work (communications, venue, participants, resources, equipment)
· Identifies baseline geospatial data available with different agencies, collates and reviews for quality and appropriateness for the purpose.
· Work with international consultant to develop GIS resources, support data collection, data cleaning, and validation in the field, perform mapping and geospatial analysis, prepare dashboard for training, workshops.
· Document digital microplanning process and provide three level’s government focal persons GIS technical skills as part capacity building and handover strategy.
· Provide support in conducting Task Force/ Technical Working Group Immunization and Vaccine Safety meetings
· Prepare reports, meeting minutes and regular briefing to Task Force, TWG – Immunization and Vaccine Safety, FWD, DoHS and other relevant stakeholders
· Support impact analysis of digital microplan, to document immunization programme outcome.
· Any additional tasks as per need of the programme.
Qualification:
Education:
Essential:
First university degree in GIS, Information technology, computer science or related field. and a certification on GIS from an recognized institution.
Desirable:
- Master’s level university degree in GIS, Information technology, computer science or related field .
-Additional coursework in remote sensing and machine learning
Experience:
Essential: At least two years of relevant experience, specifically in GIS related projects, including geospatial analysis, image processing and the use of field data collection and survey tools
Desirable:
· Experience of working in national or international health programmes, preferably in immunization
· Experience of working in the NGO/INGO sector or UN would be an asset
Skills/Knowledge:
· Knowledge on ARCGIS, QGIS, Web GIS (ARCGIS Server, Geo-server), Power BI, ODK, Kobo-tool, other GIS technologies and map visualization through dashboard with some GIS developing skills
· Knowledge in Python, Java, SQL and other programming language will be an asset

Remuneration:
Monthly Salary: (Net of tax) NPR 117,708.00 at single rate (taxable as per Nepal Government laws and appointment will be through Special Services Agreement)
Grade: SSA Level 6
