Job Summary:

The Project Manager โ€“ Global Health Security (GHS) provides overall leadership, coordination, and management of EpiCโ€™s GHS activities in Cambodia. The position is responsible for planning, implementing, and monitoring a comprehensive GHS work plan aligned with national priorities and donor requirements. The Project Manager works closely with the Ministry of Health (MOH), national and sub-national, the U.S. Department of State, and other implementing partners to ensure EpiCโ€™s contributions effectively address priority gaps in GHS.

The position provides strategic, technical, and operational oversight of GHS interventions; ensures high-quality implementation and reporting; manages GHS-related budgets and subcontracts; and serves as a key liaison among government, donors, and local and international partners.

Accountabilities:

Project Management:

  • Manages and oversees the development of projects from initiation to completion.
  • Manages capacity-building project staff in coordinating and implementing project activities, delivering quality and accountability.
  • Develop and deliver a project management plan that encompasses all the details of a project to team members.
  • Provide guidance and monitoring to project staff, ensuring clarity on project plans and priorities, and fostering effective teamwork.
  • Develops best practices and tools for project execution and management.
  • Defines project scope, goals, and deliverables that support business goals and strategic vision of management.
  • Develops and delivers project plans, documentation, training, presentations and budget proposals to management and staff.
  • Identifies and resolves project issues, implementing improvement plans to ensure the project stays on schedule and within budget.
  • Evaluates the progress of the project regularly.
  • Serve as a primary point of contact for GHS-related coordination with the Ministry of Health, National and sub-national program, provincial and operational district health authorities, and other government counterparts.
  • Coordinate closely with the U.S. Department of State, and other implementing partners to ensure complementarity, synergy, and non-duplication of efforts.
  • Represent EpiC in national and subnational technical working groups, coordination meetings, and partner forums related to GHS.
  • Builds, develops, and nurtures partnerships are essential to the project's success.
  • Manages the operational and tactical aspects of multiple projects in a matrix environment.
  • Oversee entire projects with focus on minimizing risk across multiple projects, monitors budgets, and scope to ensure the successful execution of project deliverables and the completion of the project.
  • Manages the development of project teams to ensure compliance with policies and procedures and develops and implements process improvement plans.
  • Identifies partnerships, opportunities, and information to present to management, helping to achieve the company's strategic goals.
  • Keeps abreast of the latest strategies, tools, and terminologies used in project management worldwide to adopt and increase productivity.
  • Leads sub-award design and is responsible for sub-award monitoring.
  • Performs other duties as assigned.

    Project Administration:

    • Establish a communication schedule to update stakeholders, including relevant staff within the organization, on the projectโ€™s progress.
    • Determine the resources (time, money, equipment, etc.) required to complete the project.
    • Develop a schedule for project completion that effectively allocates the resources to the activities.
    • Builds and implements or socializes the best practices for performing all tasks.
    • Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
    • Determine the objectives and measures upon which the project will be evaluated at its completion.
    • Execute the project according to the project plan.
    • Author reports on the project for management and for funders.
    • Communicate with funders as outlined in funding agreements.
    • Develops best practices and tools for project execution and management.
