Organizational Setting
The main aim of the country offices of the Food and Agriculture Organization of the United Nations (FAO), that are headed by a FAO Representative, is to assist the Government to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. A long history of collaboration between Guyana and FAO has served to promote sustainable agrifood systems and contribute to hunger and poverty alleviation in the country. Cooperation has increased since the reopening of FAO's country office in 2009, with a growing emphasis on technical and policy assistance as well as capacity building, advocacy, and knowledge exchange.ย
In 2016, the Government of Guyana requested FAO to implement jointly with the Guyana Lands and Surveys Commission (GLSC), the (GCP /GUY/003/GRI) Mainstreaming Sustainable Land Development and Management (SLDM) Project, investing in institutional capacity development, provision of technical assistance, and focusing on land administration, governance of tenure and sustainable land management as a basis for resilient land use/agrifood systems.
Reporting Lines
The Geospatial Mapping Specialist will work under the overall managerial, administrative leadership and supervision of the FAO Representative in Guyana, direct technical supervision by the SLDM project Lead Technical Officer (LTO) and the Chief Technical Advisor (CTA), in close collaboration with GLSCโs Commissioner, GLSCโs Technical Team, and other team members.
He / She work along with the Land Information and Mapping Division and work in close coordination with the PMU office based in GLSC premises during his/her tenure with the SLDM project in Guyana and will be supported by the FAO country office as required.
Technical Focus
The Geospatial Mapping Specialist, will have one to two missions to Guyana, and will be responsible to work in tandem with the Land Information and Mapping, Information Systems and other technical divisions of the GLSC to conduct a rapid needs assessment, develop a field-to-office GIS workflow, standard operating procedures and quality control ย parameters of global fundamental geospatial datasets as identified by the UN-GGIM, document freely available digital data collections and tools and techniques, produce a framework for geospatial information management and integrated data management and execute training and capacity building sessions in line with needs assessment. The Specialist will also provide technical advice to the project team and the GLSC, to ensure successful delivery of the primary tasks and responsibilities.ย
Tasks and Responsibilities
โข ย ย The Geospatial Mapping Specialist will have one mission/duty travel to the duty station Georgetown, Guyana.ย
โข ย ย Conduct a needs assessment on the capacity of the GLSC, specifically the LIM and IS Divisions, to utilize acquired Lidar data, update maps and create and maintain web mapping servers and web maps.
โข ย ย Design/develop a field-to-office-GIS workflow/data to ensure the collection, processing and analysis of high-quality data on land tenure.
โข ย ย Develop the standard operating procedure (SOP) and quality control for the georeferencing and digitizing of land parcels for the land information system with work processes and procedures.
โข ย ย Develop a procedure and training manual and train staff to setup and maintain an open-source enterprise database and a parallel ESRI enterprise database for hosting GIS data for internal and external (via web portal) users.
โข ย ย Training and development of SOPs, quality control and reporting procedures, and develop compliant data models for the development of the global fundamental geospatial datasets as identified by the UN-GGIM. This would involve the leveraging of the Lidar data sets and other freely available resources to produce updated maps.
โข ย ย Investigate, recommend and document various freely available digital data collections and tools that will be useful to the work of the GLSC and train in the use of the same.
โข ย ย Design and develop an applicable framework for geospatial information management of the GLSC to integrate GLSC as the hub of national agencies and institution in performing its core mapping function based on its mandate.
โข ย ย Develop an integrated data management framework for geospatial, surveying and land administration and tenure information for the advancement of geospatial datasets for the internal Next Generation Land Information System (NGLMS).
โข ย ย Conduct on-the-job training with technical personnel for updating 1:50,000 topographic map sheet with base map layers and meta data in line with an agreed geospatial standard.
โข ย ย Produce technical reports / notes under his/ her areas of expertise as required including recommendations on address capacity need identified that is outside the scope of training session completed.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING CRITERIA
Minimum Requirements
โข ย ย University degree in (Geographic) Mapping and GIS.
โข ย ย At least 5 years of relevant experience in Mapping and enterprise GIS-based land information systems with emphasis on map production and standard mapping procedures.

Selection Criteria
โข ย ย Experience in open-source enterprise systems and ESRI enterprise systems.
โข ย ย Proven experience in producing standard operating and workflow procedures in mapping for geospatial information management.
