Org. Setting and ReportingThe International Court of Justice was established by the Charter of the United Nations and is the principal judicial organ of that Organization. The Court is composed of 15 judges, each elected to serve a nine-year term of office by the United Nations General Assembly and the Security Council. Judges are selected from among persons of high moral character, who possess the qualifications required in their respective countries for appointment to the highest judicial offices. One third of the Court is elected every three years. The Court has a twofold role: first, to settle, in accordance with international law, through judgments which have binding force and are without appeal for the parties concerned, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations to have its own administration (Charter, Article 98). The Registry is the permanent international secretariat of the Court. Since the Court is both a judicial body and an international institution, the role of the Registry includes providing judicial support and acting as a permanent administrative organ. The activities of the Registry are thus administrative, as well as judicial and diplomatic. The Registry is headed by the Registrar, who is elected by the Members of the Court. Under the supervision of the Head of the Security and General Assistance Division, the General Services Assistant will oversee the activities of the General Services Unit in providing central support services to the Registry and the Court. The incumbent will supervise the work of staff members assigned to the Unit namely the Drivers/Team Assistants and the Receptionist, and perform general assistance assignments. ResponsibilitiesThe incumbent will perform the following duties: Co-ordination of the General Services Unit: The incumbent will plan the work to be accomplished by members of the team, set and adjust short-term priorities, prepare completion schedules and implement long-term Unit strategy in consultation with the Division Head. Provide duty schedules for the Units personnel including drivers, and receptionist, coordinating their work shifts as necessary. Manage the performance of staff members working under his or her authority, including preparing the Unit work plan and assist in the preparations of individual work plans. Approve and monitor leave requests and overtime for personnel in the Unit. Prepare and update the standard operating procedures of the Unit. Make recommendations to the Division head regarding staffing requirements of the Unit. Oversee and ensure the safe movement and delivery of mail, including confidential documents within the Court. Ensure the safe receipt and dispatch of the same to and from the Court. Support other units of the Courts on an as requested. In relation to Ceremonial and Court Meetings: Perform the functions of usher or assign a team member as usher during public sittings of the Court and official visits. Oversee and ensure preparation of rooms for the public meetings of the Court according to seating plans provided by the Information Department; prepare rooms for the partiesโ€™ delegations; secure and clear rooms after meetings. Ensure the preparation of the robing room; oversee and ensure that robes and jabots for the members of the Court and Registrar are stored safely and arrange for laundering of robes. Oversee and ensure the provision of catering (coffee, tea and water) for official meetings of the Court and other sanctioned meetings. In relation to Transport Management: Prepare, review and approve requests for driving assignments for Members of the Court and Registry. Coordinate the delivery and collection of official, including confidential, documents to and from embassies, international organisations and local authorities in The Netherlands. Organise official travel within The Netherlands for Members of the Court and Registry officials, coordinating with protocol and police departments as required. Assign drivers as needed, including assisting with driving tasks when needed. In relation to Vehicle Fleet Management: Ensure the daily inspection and maintenance of the Courtโ€™s official cars. Ensure regular scheduled vehicle maintenance takes place including any inspections required by host country laws. Ensure proper measures are taken in the event of damage or accident. Administer the use of the Courtโ€™s official vehicles, maintaining accurate records of the use and fuel consumption. Job - Specific QualificationA valid driving licence (type B or above) and a safe driving record are required. Work ExperienceA minimum of 5 yearsโ€™ combined experience in logistics and administration is required. Experience in drafting formal reports, instructions and Standard Operating Procedures is required. Excellent command of IT tools and experience in using an ERP is desirable. Experience managing a team is required. Experience with an international or multinational organisation is desirable. LanguagesEnglish and French are the official and working languages of the Court. An excellent command of one of these languages is required and working knowledge of the other is desirable. AssessmentThe assessment of qualified candidates will be undertaken through a comparative analysis of the applications and may include an interview. Special NoticeThe Registry of the International Court of Justice is seeking to fill temporary needs in its Security and General Assistance Division for about six months. Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary appointment. If the selected candidate is a Registry staff member, the selection will be recorded as a temporary assignment. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions.
