\"Accelerating Biodiversity Conservation in the Peruvian Amazon: Innovative and Inclusive Financial Mechanisms for Peru (ABCPA)\" is a 25-month technical assistance program that GGGI is implementing for the Peruvian government in partnership with the Ministry of Environment (MINAM), Ministry of Economy and Finance (MEF), and other pertinent public entities, including the National Park Services, National Forest and Wildlife Service (SERNANP), and Ministry of Women and Vulnerable Populations (MIMP). The program -which is supported by the Amazon Regional Fund (ARF), an arm of the UK's Partnering for Accelerated Climate Transitions (UK PACT) initiative, which is a part of the UK's International Climate Finance (ICF) portfolio- aims to play a key role in implementing the nation's National Strategy for Biological Diversity (NBSAP), which outlines strategic measures and actions to accelerate the implementation of international environmental finance, biodiversity finance frameworks, and private sector investments in biodiversity projects and initiatives in Peru.

CONTEXT

The project addresses critical barriers to biodiversity conservation in Peru by establishing the financial and institutional frameworks and conditions necessary for the sustainable management of the country’s biodiversity. Peru's biodiversity is under significant threat due to a lack of cohesive financial mechanisms and frameworks for effective biodiversity conservation. To overcome these challenges, the project aims to strengthen the alignment between Peru’s financial architecture and the country’s biodiversity needs by designing and implementing innovative and inclusive financial mechanisms, such as biodiversity bonds, and habitat banks.

The project also addresses the inequitable access to financial resources and decision-making among vulnerable populations; by fostering a paradigm shift that recognizes including women, indigenous communities, and rural populations as key stewards of ecosystems and ensures they are fairly compensated for their conservation efforts.

The GEDSI Senior Associate is required to support the GGGI team in the implementation, mainly, of Output 3 but will have work assigned in all the Project Outputs.

POSITION SUMMARY

The Gender, Equity, Disability and Social Inclusion (GEDSI) Senior Associate, based in Lima, Peru, will report directly to GGGI Andean Representative and the UK PACT ABCPA Project Manager.

S/he is expected to provide technical guidance and support to ensure that GGGI´s Projects integrate gender, disability, social inclusion and safeguards considerations across all activities, promote equitable participation, and foster inclusive outcomes for historically marginalized groups. S/he will work with key public counterparts, primarily with the Ministry of Environment's General Directorate of Environmental Economics and Finance and General Directorate of Biological Biodiversity, as well as other pertinent public and private bodies.

PURPOSE

• Act as a focal point on all project GEDSI-related activities and tasks and identify and pursue opportunities to enhance GGGI’s impact in these matters including environmental and social safeguards.

• Integrate GEDSI approach throughout the project's lifecycle from implementation to monitoring, reporting, and learning.

  ENGAGEMENT

  • Report to the Andean Region Representative and the UK PACT ABCPA Program Manager.

  • Support Project Managers and work cross cuttingly with all projects of the Peru GGGI’s portfolio.

  • Advise and support staff to better integrate gender equality, poverty reduction, social inclusion, and safeguards aspects in projects to ensure the fulfillment of relevant Projects’ indicators.

  • Advise public counterparts to better integrate, gender equality, poverty reduction, social inclusion, and safeguards aspects in regional, national and subnational green growth strategies and plans

  • Support activities prioritized by the UK PACT ABCPA Project Manager developed with key project actors related to promoting the importance of the GEDSI approach, including coordination and preparation of meetings and reports.

  • Advise on the approach to the population within the Project's scope.

  • Advice/accompaniment in the collection and analysis of information and data related to GEDSI.

    DELIVERY

    • Develop a GEDSI Implementation Strategy for the project according to the GESI Analysis/Action Plan already developed.

    • Develop recommendations for MINAM, MEF, SERNANP, key project allies and relevant public actors to integrate GEDSI criteria into green regulatory frameworks and instruments.

    • Contribute to the development of diagnostics that identify barriers and gaps for the incorporation of GEDSI criteria in green regulatory frameworks, particularly in the national policy for biological diversity.

    • Conceptualize, design and implement methodologies to promote meaningful participation of vulnerable and/ disadvantaged populations throughout the Project implementation.

    • In cooperation with the team, delivery of capacity development/training workshops to staff/consultants, public counterparts, key project allies and beneficiaries about the GEDSI approach relevance in the Project

    • Develop and deliver GEDSI-related criteria capacity building material, knowledge products, briefs, presentations and reports.

    • Support the monitoring of the Project's GEDSI indicators to ensure compliance and find improvements in the monitoring and reporting process.

    • Design and conduct gender equality and social inclusion onboarding sessions for new GGGI staff.

    • Design and development of GEDSI-related contents for the project’s case study.

    • Advise public sector actors and other key project allies, on how to incorporate the GEDSI approach into policy recommendations in order to strengthen and enhance public green frameworks (such as NBSAPs, National Green Taxonomy, and NDCs) and public green financial instruments (such as thematic bonds and debt swaps), primarily in Peru's public biodiversity policy frameworks.

    • Deliver advice on the GEDSI approach to the technical teams or working groups created as part of the project.

    • Provide on-demand technical assistance related to GEDSI approach, primarily to MINAM's General Directorate of Biological Biodiversity and General Directorate of Environmental Economics and Finance, to other public entities -such as the MEF and SERNANP- and other key project allies.

      REQUIREMENTS

      QUALIFICATIONS

      • Bachelor’s degree in Gender Studies, Law, Anthropology, Sociology, Social and Sustainable Development, Public Policy, Economics, Human Rights or other relevant degree.

      • An advanced degree or equivalent in Gender Studies, Anthropology, Sociology, Social Development, Public Policy, Economics, Human Rights or other relevant degrees is desirable.

      • At least 5 years of relevant professional experience designing and implementing GEDSI strategies and activities under the framework of sustainable development projects and/or programs.

      • At least 2 years of experience implementing GEDSI criteria and environmental and social safeguards in projects and programs.

      • Familiarity with Peru’s NDCs, climate change and biodiversity, social inclusion and gender policies.

      • Knowledge and experience of the UK PACT GEDSI Integration policy would be desirable.

      • Proven experience in working with vulnerable populations.

      • Proven capacities to facilitate participatory processes, workshops and working sessions with stakeholders.

      • Proficient communication skills, in written and oral, both in English and Spanish is required.

      • Experience working with international cooperation projects would be desirable.

          WORKING CONDITIONS

          The GEDSI Expert is a National Position at X7 grade level in GGGI’s Peru national salary scale. The salary range for the position starts at USD 43,913 per annum. The determination of base salary will depend on qualifications, experience and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work and personal/family commitments, thus ensuring high performance, long-term productivity, and well-being of Staff members.
