ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDOโ€™s mandate is fully recognized in SDG-9, which calls to โ€œBuild resilient infrastructure, promote inclusive and sustainable industrialization and foster innovationโ€. The relevance of ISID, however, applies to a greater or lesser extent to all SDGs.

The medium-term programme framework (MTPF) is UNIDOโ€™s core strategic document. As the Organization moves from the 2022โ€“2025 cycle to the 2026โ€“2029 MTPF, it sets a renewed vision to support Member States shape their industries for development. The new priorities include renewable and clean energy, sustainable access and climate action, ending hunger through innovation and local value addition, and fair and sustainable global and regional supply chains. Cross-cutting priorities focus on industrial and economic policy advice, skills development, fostering digitalization and artificial intelligence, gender equality and the empowerment of women, supporting youth, promoting cleaner production and circular economy, and leveraging private sector investment and development finance.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOโ€™s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Sub-regional Offices and Country Offices.

The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDOโ€™s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of corporate services to meet the support needs of the Organization, acts as a custodian for corporate management policies, and promotes a culture of cooperation, service orientation and corporate excellence throughout the Organization to deliver efficient and effective high-quality work and enable tangible impact on the ground to achieve ISID worldwide

Under the supervision of the Managing Director of the Directorate of Corporate Services and Operations (COR) and in close coordination with other organizational entities within UNIDO, the Digitalization, Innovation, and TC Optimization Services (COR/DIT) focuses on enabling the Organization through innovative digital solutions and ensuring secure and efficient IT services.

The position is located under COR/DIT/DIG. COR/DIT/DIG is responsible for the operationalization and implementation of IT and digitalization strategies and solutions, for setting and enforcing common IT standards and best practices at UNIDO and managing corporate IT services. The Unit, in close cooperation with relevant entities, shall ensure that applications and systems are implemented in an integrated, sustainable and secure manner. The Unit shall also provide added-value for the Organization based on cost-benefit considerations and deliver continuous improvement of the Organizationโ€™s IT operations.

PROJECT CONTEXT

UNIDO is developing and evolving digital platforms to support core corporate functions related to results-based management and data-driven decision-making.

A central focus of this work is the development of a digital platform supporting the Integrated Results and Performance Framework (IRPF), which provides the corporate framework for planning, monitoring, aggregation, and reporting of results and performance across projects, programmes, and organizational levels. The IRPF platform is a custom-built, cloud-native application supporting structured data capture, complex indicator logic, disaggregation, aggregation, and reporting.

In addition, the assignment will support ongoing modernization activities related to ProjectLens, including migration and consolidation work to align it with UNIDOโ€™s evolving application architecture and cloud hosting approach.

The work is delivered under the responsibility of the Digitalization, Innovation, and TC Optimization Services (COR/DIT/DIG), in close collaboration with IRPF and ProjectLens business owners and other relevant stakeholders.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the Digitalization Lead (COR/DIT/DIG), the Full-Stack Engineer will be responsible for the following:

Design, implement, and deploy production-grade full-stack web applications, primarily supporting IRPF business processes and related ProjectLens migration activities, while evaluating frontend, backend, and infrastructure technology choices through hands-on delivery. Design and implement backend services and APIs supporting complex domain logic, including data validation, aggregation, reporting, and integration requirements. Design and implement modern frontends that translate functional requirements into clear, usable, and maintainable user workflows. Design and manage data persistence layers, including relational, object, and vector data stores, as appropriate to the use case. Implement cloud-native, containerized deployment patterns aligned with UNIDO infrastructure, security, and operational requirements. Apply modern software engineering practices, including version control, testing, environment separation, and CI/CD pipelines. Collaborate closely with business owners, product stakeholders, and IT colleagues to translate evolving requirements into robust technical solutions. Document key technical decisions and implementation approaches to support maintainability and knowledge transfer.
MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree (Masterโ€™s or equivalent) in Computer Science, Information Technology, Engineering, or a related field is required.

Alternatively, a first level university degree may be acceptable provided it is combined with additional 5 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.

Technical and Functional Experience:

Required experience

At least five (5) years of progressively responsible professional experience in full-stack software development, including end-to-end delivery and operation of production-grade web applications. Proven professional experience designing and implementing backend services using modern backend frameworks (e.g. Python-based frameworks such as FastAPI or Django, Node.js-based frameworks such as NestJS, or PHP frameworks such as Laravel), including API-first architectures and complex business logic. Proven professional experience developing modern web frontends using contemporary JavaScript frameworks (e.g. Vue.js / Nuxt or React / Next.js) in production environments. Proven professional experience in data modelling and persistence, including relational databases (e.g. PostgreSQL), and exposure to object and/or vector databases in applied use cases. Demonstrated professional experience using AI-assisted software development tools and workflows in real delivery contexts, including accelerating prototyping and development while maintaining architectural integrity, code quality, and long-term maintainability.

Desirable experience

Professional experience designing, deploying, and operating cloud-native, containerized applications on GCP or Azure. Professional experience working across multiple frontend and backend technology stacks, enabling informed comparison of trade-offs and technology choices. Professional experience contributing to cloud DevOps practices, such as CI/CD pipelines, container-based deployments, environment management, monitoring, or cost-aware cloud operations. Professional experience contributing to UI/UX design, including interaction design and usability considerations, in collaboration with business users or designers. Professional experience with identity and access management solutions such as Entra ID (Azure AD). Professional experience contributing to reference architectures, shared technical standards, or reusable application patterns.

Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
