Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The temporary position is based in Port au Prince and is located in the Life Support Section. The incumbent will report to the Chief of Unit, Fuel Officer P4. ResponsibilitiesWithin delegated authority, the Fuel Officer, P-3 will be responsible for the following duties: โข Manages the supply of Petroleum Oil and Lubricant (POL) to the mission including the administration of outsourced contracts for the provision POL and related services. โข Assists in developing outsourced contracts for fuel and associated support services, including the preparation of Statements of Work including requirements for contract Quality Control (QC) and Quality Assurance (QA), accounting and invoicing verification, conduct technical evaluations and preparation of presentations to Local Committee on Contracts (LCC) โข Ensures that mission strategic and local reserves are maintained at adequate levels at all times; โข Reviews POL requests and authorize issues of fuel to fuel consuming equipment or in bulk contingents and other users. Issue task orders (TO) for execution by the Contractor. โข Ensures that internal control systems are functioning to the highest standard including accurate and complete accounting of POL transactions, report and maintaining electronic/hardcopy records of evidences of transactions to ensure proper audit trail; โข Ensures that fuel usage by vehicles, generators, individual users and contingents are monitored and analysed. Any major anomalies or patterns of inconsistent fuel consumption are investigated; โข Ensures that routine QC and QA procedures and fuel equipment maintenance checks are carried out and coordinate with Regional Fuel Officers/Sector Supervisors issues pertaining to product quality, operation standards, safety, security and maintenance of fuel installations, vehicles and equipment; โข Assists with providing Fuel Unit inputs on budget and acquisition planning; โข monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives including, transition, technical compliance, stock holding, timely mobilization of fuel distribution points (DP) and on-time and in-full delivery of fuel. Ensure contract Acceptable performance levels (APL) are calculated and administered. โข Ensures payments and claims are processed timely. โข Assists in developing, implementing and updating the Mission Fuel Plan; monitor fuel stock holdings at all locations, project product requirements and arrange for routine supply and distribution of fuel and associated products to end users; โข Train troops on UN internal control, accounting systems and guidelines. โข Liaises with the Contract Management Section/Unit in the resolution of contractual disputes in the course of contract implementation; implement the Unitโs work program; supervise, train and monitor performance indicators for staff; โข Performs other duties as required. Work ExperienceA minimum of five years (5) of progressively responsible experience in supply chain project/contract management or logistics support in the field of petroleum products is required. Experience in managing fuel support services and developing relevant technical specifications in support of a field operation (inclusive of peacekeeping operations orspecial political missions, agencies funds and programmes), is required. Experience in fuel supply chain is required. Experience in quality assurance, procurement or contract management of large-scale goods or services contracts for fuel is desirable. Experience in managing support services and developing technical specifications for goods in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), is desirable.
