Org. Setting and ReportingThis position is in the Life Support Section in Kinshasa. The Fuel Assistant will report to the LSS Team Leader in Kinshasa/Fuel Officer/Chief Fuel Unit. ResponsibilitiesWithin the delegated authority, the Fuel Assistant will be responsible for the following duties: 1). Assists in conducting daily, weekly and monthly reconciliation of fuel receipts and issues, and generate relevant status reports. 2). Assists in implementing fuel related Quality Assurance (QA)/Quality Control (QC) policies and procedures. 3). Inspects, maintains, operates and repairs fuel receipt, storage and supply facilities and equipment; analyzes historical fuel, oil and lubricants consumption and forecast future requirements. 4). Arranges for timely supply and distribution of fuel and associated products to end users in accordance with verified monthly requirements. 5). Ensures that requisitions are prepared in a timely fashion and once approved, implements the requirements for the purchase of fuels, oils and lubricants. 6). Monitors the expenditure against the funds allocated and with respect to fuel-related requisitions. 7). Uses Electronic Fuel Management System (EFMS) to monitor fuel usage by vehicles, generators, locations and contingents; and ensure accuracy and data integrity of EFMS and e-RMS. 8). Assists and implements fraud prevention programs. 9). Supports invoice verification and timely processing. 10). Monitors and analyzes contract performance to ensure compliance with contract terms, schedules and cost objectives. 11). Any other duties assigned to him/her as required. Job - Specific QualificationTechnical certification in quality and fuel operations (IATA or ISO or Equivalent) is desirable. Work ExperienceAt least three years of progressively responsible experience in one or more of the following areas: (1) the operation of field fuel installations and fuel handling procedures; (2) fuel contract administration; (3) maintenance/repair of fuel equipment. Is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in French (both oral and written) is required. Knowledge of English is desirable. AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special NoticeThis temporary job opening (TJO) is to identify the most qualified candidate for the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the โ€œStaff Selection Systemโ€ and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of โ€œinternal candidateโ€ in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
