OBJECTIVES OF THE PROGRAMME

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 14th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020โ€“2025 โ€“โ€œUnited Action for Better Health in Europeโ€ which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizensโ€™ expectations about health.

WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

  1. Analyse operational / programme needs for transport and plan appropriate fleet size;ย 
  2. Prepare an annual fleet plan (including budget needed) and a vehicle disposal/replacement plan;
  3. Ensure that vehicles are properly registered and have TPL insurance according to the rules and regulations of host country;
  4. Identify quality garages, support establishment of contracts with pre-approved garages, establish quality control mechanisms, undertake performance reviews at a regular basis.ย 
  5. Oversee and ensure that maintenance has taken place and validate the invoices;
  6. Ensure that fleet data such as maintenance and fuel data is captured in the fleet management systems;ย 
  7. Support the Country or Field Office with selection and (re)testing of drivers, including testing of drivers' fitness;
  8. Plan and facilitate training workshops for drivers and conduct on the job training and evaluation for drivers;
  9. Report traffic crashes and vehicle incidents and conducts crash investigation to identify the causes and suggest preventative measures;
  10. Monitor fuel consumption and identify innovative ways to reduce fuel consumption;
  11. Ensure MOSS compliance of the vehicles and establish mechanisms to check that vehicles are road worthy at regular intervals;
  12. Ensure the Implementation WFS procedures and tools;
  13. Establish and manage relationships with in- and external stakeholders such as drivers, vehicle users (programme staff, senior management), suppliers, UN sister agencies, etc.;
  14. Collect and analyses fleet data, and prepare and present monthly fleet management reports;
  15. Based on fleet management data and information identify, suggest and implement actions that lead to improved efficiency and effectiveness of the fleet as well as reduce the risk associated with fleet operations and road transport.


    REQUIRED QUALIFICATIONS

    Education

    Essential: University degree in engineering, mechanics or a relevant field. For WHO staff only, equivalent combination of professional certification/training in areas such as transport, logistics operations management and work experience.


    Experience

    Essential: One year experience integrating fleet operations with security risk management, including movement planning, route risk assessment, convoy coordination, and incident response in insecure environments. Demonstrated experience in managing a large fleet team.
    Desirable: Experience providing strategic advisory input to senior management on fleet optimization, operational risk, and resource allocation at country or regional level. Relevant experience in the UN system.


    Skills

    Demonstrated implementing environmentally sustainable fleet practices, including emissions reduction measures and fuel efficiency initiatives aligned with UN sustainability objectives. Experience in fleet or transport management or logistics. Knowledge and effective use of fundamental management concepts, practices, and procedures relative to quality and productivity improvements, training, budgeting and cost control. Proficiency with Microsoft Office - Outlook, Excel and PowerPoint.

    REMUNERATION

    WHO offers staff in the National Professional Officer category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 33,420.00 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
