Background
The UNDP Tajikistan Country Office was selected as the Principal Recipient in the implementation of HIV/AIDS and TB grants provided to Tajikistan by the Global Fund since 2003. The overall goal of the Project is to reduce the burden of HIV and TB in the country through addressing challenges related to HIV, drug resistant (โDRโ) TB, co-infection of TB/HIV, human rights barriers, and underlying health systems shortcomings calling for urgent actions. The Project is streamlined around five main objectives, aiming at ensuring effective HIV response measures among key populations (KPs), scaling up access for early and quality diagnosis, treatment and care, ensuring integrated care for those affected both by TB and HIV, as well as strengthening national public heath response. The Project will build up on the previous projectsโ achievements and results; it will additionally, introduce innovative approaches. Also, the Project will contribute to the national health care reform by building and improving the technical and managerial capacities of health professionals, promoting participation of civil society organizations in the response to the HIV/AIDS and TB epidemics, and enhancing the cooperation of non-governmental organizations with the public health sector.ย
Duties and Responsibilities
The Finance Associate has the overall responsibility for implementation of activities related to financial part of project. Under the overall guidance of the Administrative and Finance Analyst and in close cooperation with Finance Associate, Finance Analyst and Procurement Analyst supports the provision of financial services in the Programme ensuring high quality, accuracy and consistency of work. Given the high potential risks involved, the Finance Associateย is required to be well informed of the organizational Financial Rules and Regulations, and corporate practices.ย
Under direct supervision of the Administrative and Finance Analyst the Finance Associate will carry out the following duties and responsibilities:ย
Actively participate in the preparation of annual work plans, and project operational planning:
Contributes to the budget preparation, budget revision, budget set-up in Quantum including monitoring of fund absorptions.ย Creation of e-requisition for procurement cases as per the approved Procurement Action Plan and budget. Under the Project Operations Specialistโs guidance, initiates payments against the CCM Funding Agreements and conducts variance analysis, prepares the annual report and disbursement request on behalf of CCM.ย Assist Administrative and Finance Analyst to control Purchase orders and payments against the approved budget allotment, and in undertaking monthly reviews to ensure budgetary disciplines to the organization. Monitor financial expenditure of the project and ensure that financial delivery of the project is in accordance with the project document and annual work plans. Initiates necessary actions to address inconsistencies and discrepancies.Provide support to the project and SR management by performing financial functions and contributing to the budget management: ย ย
Maintain financial records for the UNDP project as per UNDP financial and accounting rules, regulations and policies and ensure their compliance. Support ongoing reviews of project accounts, ensuring accuracy of various financial transactions (e.g. payments, adjustments, payroll and common charges, etc.) and sufficient funds for disbursement. Creates invoices for payment to Suppliers in Quantum and submits for approval to management. Ensure financial transactions are in compliance with the SOP, UNDP POPP. Assist the Administrative and Finance Analyst in managing accounts and financial transactions of UNDP projects and implementing partners kept in the projectโs office.ย Participate in the verification of Sub-recipientsโ financial reports and supporting documents, reconciliation against bank statements to ensure timely settlement of advances issued to responsible parties.ย Contributes to the audits conducted by the Office of Audit and Investigations and audits of SRs in line with UNDP rules, regulations, policies and procedures and the corporate agreements with the GF and support the timely implementation of audit recommendations and findings as they related to financial, asset and SR management. Assist Administrative and Finance Analyst to prepare periodic financial reports in form and substance satisfactory to Global Fund and UNDP Assist with preparation of reprogramming requests to the Global Fund.Provide administrative support to ensure correct recording of expenses and asset management:
Preparation and timely submission of Travel Authorizations (TAs) and travel claims. Ensure all travel-related files contain up to date information. ย Maintain the project personnel Attendance Sheets. Provide the accurate information to the Finance and HR Units for the monthly payroll.ย Assist in smooth, efficient and effective HR management processes for the projectย Ensure timely submission of the documents for the project personnel contractsโ issuance and extensions.ย Develop and maintain a document management system (physical and electronic) for the UNDP and Sub-recipient records. ย Ensure collection, compiling and archiving project financial documents and support to project staff in preparation of different presentations, reports.ย Planning and monitoring the use of assets, assist in the updating of the Asset Management Register. Provides the asset tags for assets. Cooperate with the Logistic Assistant to ensure delivery of equipment and supplies procured for the various programme sites. Regular support of the SR, including the capacity building of the SR Asset Focal Point. Coordinate asset management and insurance as required.ย Maintenance of asset register and verification of assets.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.ย

Education:
Secondary Education is required.ย A certificate in Business Administration/Accounting or Finance will provide distinctive advantage to the candidate. University degree in Finance, Business or Public Administration, or Accounting desirable. Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.ย (The degree must state that the major is in accounting or finance. Degrees in Business Administration or Public Administration are not considered equivalent.)โ Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). No UNDP Accountancy and Finance Test (AFT) is required. Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited.
